Project Overview
The Kristinestad Power-to-X (also known as P2X) is a green hydrogen project developed in Finland. It is developed by the Koppö Energy Oy, a partnership between Prime Green Energy Infrastructure Fund and CPC Finland Oy.
To deliver future-ready energy returns, the project is expected to produce 25,000 tonnes of green hydrogen annually. The green hydrogen will then be converted into 50,000 tonnes of e-methane for export to Germany.
Part of the Koppo Energy Cluster, the plant uses 200 MW of green electricity to produce hydrogen and sustainable liquefied methane from renewable energy for heavy transport, replacing fossil fuels. It also comprises the development of nearly 460 MW of wind and 100 MW of solar power to supply the Power-to-X plant with new green electricity.
The project plays a vital role in both the EU and national climate and renewable energy targets for 2030 by producing renewable hydrogen and its derivatives, also called synthetic fuels, manufactured from non-fossil carbon and hydrogen for use in transport.
What Is Power-To-X?
Power-to-X (also known as P2X) efficiently turns renewable electricity into green hydrogen or carbon-neutral synthetic fuels, such as synthetic natural gas or liquid fuels. It will promote and market the RFNBO-compliant e-methanol produced from the project. With an annual production capacity of nearly 140,000 tonnes, the e-methanol will be supplied as e-fuel.
Kristinestad PTX Project Location
The Kristinestad Power-to-X (PTX) project is located in Kristinestad (also known as Kristiinankaupunki), a town in south-west Finland. It is a coastal municipality in the Ostrobothnia region of Finland, benefiting from grid connections, proximity to ports for export, and access to seawater for desalination and hydrogen production.
Project Background
The Kristinestad PTX Project (also known as the Kristiinankaupunki Power-to-X or PtX project) originated as part of Finland's strategic push into the green hydrogen economy and synthetic fuels production during the early 2020s.
CPC Finland Oy, a subsidiary of German-based CPC Germania, led the project. It was revealed that Kristinestad offers an ideal location for integrating renewable energy and Power-to-X projects, which will yield green hydrogen and new onshore wind capacity.
To develop the project, CPC partnered with Prime Capital AG, forming Koppo Energy Oy in September 2022. CPC provides renewables (460 MW wind and 100 MW solar), with the PTX core converting these into hydrogen and derivatives.
The project was awarded the Power-to-X Innovation Award at the Tamarindo Global Wind Investment Awards ceremony earlier in 2023. It represents one of Finland's leading sustainable energy transition projects and a pioneering large-scale Power-to-X facility in Europe.
In July 2023, Koppö Energy Oy awarded front-end engineering design (FEED) contracts to key technology providers: ANDRITZ, MAN Energy Solutions, Wärtsilä, and Ramboll. In addition to SNG production, Koppö Energy selected Thyssenkrupp Uhde in May 2025 for FEED and green methanol technology, shifting emphasis toward e-methanol production (140–150 kt/year).

Kristinestad PTX Project Current Status
As of early 2026, the Kristinestad PTX project remains on track in its pre-construction phase. It has successfully completed FEED studies and achieved key financing milestones, securing EUR 150 million from the European Investment Bank, demonstrating de-risking and financial validation. The project has also obtained building permits for its hydrogen plant, supporting timely delivery.
Kristinestad PTX Project Cost
The total estimated cost for the Kristinestad PTX project is EUR 700 million (approximately USD 831 million). The European Investment Bank (EIB) granted up to EUR 150 million in debt financing, currently under appraisal as of October 2025.
The cost covers a 200 MW electrolyzer, methanation/liquefaction units, and balance-of-plant for 140 kt/year e-methanol or equivalent synthetic fuels.
Project Timeline
Year | Event |
June 2025 | Building permit received for the hydrogen plant/refinery on Bjorno/Karhusaari island |
May 2025 | FEED contract awarded to thyssenkrupp Uhde for e-methanol plant |
July 2023 | FEED Contract awarded by Koppö Energy Oy to technology providers |
Early 2023 | Awarded Power-To-X Innovation Award |

Project Scope
The following is the project scope of the Kristinestad PTX Project:
Alkaline Electrolyzer: The Kristinestad PTX comprises 200 MW alkaline electrolyzer producing 30 kt/year green H₂ from desalinated seawater.
Methanation Unit (MAN): Methanation unit (from MAN Energy Solutions) converting H₂ (hydrogen) and 100 kt/year biogenic CO₂ (carbon dioxide from renewable sources) into 140 kt/year RFNBO (Renewable Fuels of Non-Biological Origin) e-methanol or 55 kt/year LSM/SNG (liquefied substitute methane/synthetic natural gas).
Wind & Solar Power: The plant comprises the development of nearly 460 MW of wind and 100 MW of solar power to supply the Power-to-X plant with new green electricity.
Kristinestad PTX Project Contractors
Contractors | Role |
Andritz | FEED for the hydrogen production system |
MAN Energy Solutions | DWE reactor technology FEED; pre-engineering contract awarded August 2023 |
Wartsila | FEED for the LSM (Liquefied Synthetic Methane) process. |
Ramboll | Integration of OEM deliverables and plant design |
Koppo Energy OY | Project Coordination: 600 MW renewables supply planned |
Benefits
The following are the benefits of the project:
Investment Grants: An investment of EUR 700 million (USD 831 million) is made up of an EU grant of EUR 85 million (at a rate of EUR 0.33/kg H2 over 10 years) and an EIB loan of EUR 150 million, yielding a return of 8-10% with a methanol offtake at a rate of EUR 1,200/tonnes.
Reduces CO2: Through 140 kt/year of RFNBO-compliant e-methanol, approximately 500,000 tonnes of CO2-equivalent are saved annually, compared to fossil methanol (3.5 tCO2/t on a fuel basis).
Meets EU’s Climate Goals: The project supports broader EU climate goals, contributing to Finland's fossil-free transport roadmap and its 2030 renewables target through drop-in fuels for trucks and ships.
Uses Biogenic CO2: In accordance with EU RED III (Renewable Energy Directive III) regulations, the plant uses 100 kt/year of biogenic CO2 captured from Westergy's Korsholm waste incinerator (20 km away).
Desalinated Seawater: The plant absorbs desalinated seawater for H₂ production, minimizing freshwater use in the coastal Björnö site while ensuring zero fossil inputs.
Conclusion
The Kristinestad PTX project plays a crucial role in Europe’s renewable energy transition, providing up to 140 kt/year of green e-methanol using 200 MW of electrolyzer capacity. Despite completing FEED Studies and securing financing approvals, the project remains in the pre-construction phase, with no official construction yet to start.
Upon successful completion, the Kristinestad Power-to-X project will be one of Europe’s largest RFNBO (Renewable Fuels of Non-Biological Origin) facilities, supplying decarbonized fuels for Baltic shipping and trucking while leveraging circular CO₂ from nearby waste processing.
