Masdar Breaks Ground on $1.4 Billion, 1GW Wind and Battery Project in Kazakhstan's Zhambyl Region

Abu Dhabi Future Energy Company PJSC – Masdar has formally broken ground on a one-gigawatt wind farm in the Zhambyl region of Kazakhstan, marking the company's first renewable energy development in the country and one of the largest integrated wind and battery storage projects in Central Asia.

A Landmark Investment in Central Asia

The project carries a total investment value of USD 1.4 billion and pairs the 1GW wind farm with a 600-megawatt-hour battery energy storage system designed to support grid stability.

 

Masdar is leading the project and has co-developed it alongside W Solar, Qazaq Green Power, a Samruk-Kazyna Fund company, and the Kazakhstan Investment Development Fund. The groundbreaking ceremony was attended by senior government officials and representatives from both the United Arab Emirates and Kazakhstan.

Once fully operational, the wind farm is expected to generate sufficient clean electricity to power approximately 880,000 homes in southern Kazakhstan while avoiding around 2.5 million tonnes of carbon dioxide emissions annually. The project will also require the construction of more than 400 kilometres of overhead transmission lines to enhance grid infrastructure in the region.

 

Co-Developers and Strategic Partners

The involvement of W Solar, a subsidiary of Alpha Dhabi Holding, underlines the UAE's broader industrial stake in the project. Engineer Hamad Al Ameri, Managing Director and Group CEO of Alpha Dhabi Holding, described the groundbreaking as a milestone in the company's strategy to position climate investment as a core driver of sustainable growth.

 

He stated that the project reflects the belief that patient, purpose-driven investment in clean infrastructure represents both a defining opportunity and a vehicle for long-term value creation.

Nurlan Zhakupov, Chief Executive Officer of Samruk-Kazyna, said the launch of the project opens a new chapter in cooperation between Kazakhstan and the UAE and reflects a shared commitment to advancing a low-carbon economy through innovative technologies.

 

Kazakhstan's Minister of Energy and Infrastructure, HE Yerlan Akkenzhenov, said the partnership with Masdar will strengthen regional energy security and bring cutting-edge technologies to the renewable energy sector, adding that all necessary support would be provided to ensure the successful delivery of every project phase.

A Round-the-Clock Energy Roadmap Takes Shape

Alongside the groundbreaking ceremony, Masdar signed a separate roadmap agreement with Kazakhstan's Ministry of Artificial Intelligence and Digital Development to advance what would be the country's first Round-the-Clock clean energy project. The initiative is designed to provide utility-scale clean energy on a continuous, 24-hour basis.

Aligned with Kazakhstan's artificial intelligence ambitions, the proposed initial phase of the Round-the-Clock project will provide up to 200 megawatts of baseload power specifically for data centres and AI infrastructure.

 

The roadmap agreement establishes the foundation for the project's development, covering site identification, technical assessment, and stakeholder alignment, though no completion date has been announced.

Mohamed Jameel Al Ramahi, Chief Executive Officer of Masdar, said the company is delighted to sign the roadmap agreement as a step toward expanding the deployment of Round-the-Clock renewable energy solutions in Kazakhstan, describing the initiative as a means of providing industries of the future with reliable, affordable, and clean power.

Building on Masdar's Round-the-Clock Track Record

The proposed Kazakhstan Round-the-Clock project builds on work Masdar has already initiated closer to home. In October 2025, the company broke ground in Abu Dhabi on what it describes as its first 24/7 gigascale solar and battery storage project.

 

That development features a 5.2GW direct-current solar photovoltaic plant coupled with a 19-gigawatt-hour battery energy storage system, together delivering up to 1GW of baseload power every day. Masdar has described it as the largest combined solar and battery storage project in the world.

Supporting Kazakhstan's Renewable Energy Targets

The Zhambyl wind project arrives at a moment when Kazakhstan is pressing forward with defined clean energy goals. The country has set a target of sourcing 15 percent of its electricity from renewable energy by 2030 and 50 percent by 2050.

 

Masdar has indicated that the Zhambyl project will play a key role in supporting those national objectives while strengthening the country's long-term energy security and economic development.

The projects in Kazakhstan also feed into Masdar's own corporate target of reaching 100 gigawatts of global portfolio capacity by 2030. The company is already present in several Central Asian countries, and the Zhambyl development is described as a bolstering of its leading position in the region.
