LUCELEC Buys 70 Acres at Troumassee to Revive Stalled 10 MW Solar Farm With Battery Storage

St. Lucia Electricity Services Limited (LUCELEC) has purchased 70 acres of land at Troumassee, Micoud, clearing what company executives describe as the major hurdle that had held up a planned 10 MW solar farm with a battery storage facility.

Once operational, the project is expected to offset the purchase of approximately 1.2 million gallons of imported fuel annually. LUCELEC says it marks another significant step toward reducing Saint Lucia's exposure to international fuel-price volatility. The company expects to commission the solar farm in the second quarter of 2028.

Construction Timeline

With the purchase of the land, LUCELEC should be able to start construction of the solar farm later this year. The company is in the final stages of negotiations with the contractor for the construction of the 10 MW solar farm and expects to break ground before the end of 2026.

Why Battery Storage Is Included

The planned facility will include battery storage, which LUCELEC says will help manage fluctuations and support more consistent output in solar generation.

The battery is really to firm up the output of the solar farm. So, usually when you have significant cloud cover, the output of the solar farm will drop, so the battery will enable us to keep the output of the solar farm at a certain level.

Strategic Context and the 2035 Target

The project advances LUCELEC's 2035 Strategic Business Plan, which brings together renewable energy expansion, energy efficiency, grid resilience, and increased customer value.

The company is working toward at least 50% of its generation mix coming from renewable energy by 2035 while maintaining a reliable electricity supply and improving long-term affordability.

Short-Term Support for Customers

Separate from the solar investment, LUCELEC is continuing discussions with the Government of Saint Lucia to explore possible measures to ease the impact of higher electricity bills on customers.

In the meantime, customers experiencing difficulty paying their bills are encouraged to contact LUCELEC to discuss available payment arrangements. The company said this immediate support is separate from its longer-term investment program to diversify electricity generation and build a more reliable, resilient, and sustainable energy future.
