The three shareholders behind one of Germany's largest planned battery storage projects have jointly approved the move to a new construction phase, clearing the way for major infrastructure works to begin at the Waltrop Battery Park in North Rhine-Westphalia.
A Landmark Approval for German Energy Storage
The decision, announced on July 20, 2026, follows months of preparatory groundwork and the granting of final permits for the substation and battery energy storage systems in May of the same year.
The consortium behind the project, comprising Hamburg-based asset manager Luxcara, Swiss energy and infrastructure company BKW AG, and a grouping of municipal utilities operating under T-BESS 1 GmbH & Co. KG through Trianel, signed off on the substation and key infrastructure works last week, marking what the partners describe as another important milestone in the project's development.
Upon completion, the Waltrop Battery Park is designed to deliver 900 megawatts of power alongside a minimum of 1,800 megawatt-hours of storage capacity.
Key equipment packages have already been ordered, and the next major construction phase is scheduled to begin in autumn 2026. Full commissioning is expected in 2028.
How the Project Is Divided
Each of the three consortium members will deliver and implement its own battery energy storage systems independently. Luxcara is responsible for the largest share, contributing 520 MW of the total capacity. BKW AG will deliver 300 MW, while T-BESS 1 GmbH & Co. KG, the vehicle through which Trianel has assembled its participating municipal utilities, accounts for the remaining 80 MW.

Regulatory Clarity From Germany's Federal Network Agency
Alongside the permit approvals secured in May, the project received an additional boost from Germany's Federal Network Agency, the Bundesnetzagentur, which confirmed that an exemption from network charges for advanced-stage storage projects will remain in place.
The consortium has identified this regulatory clarification as a key factor in the project's economic viability. Without that confirmation, the financial case for a project of this scale could have faced significant uncertainty.
The combination of regulatory certainty and completed permitting processes has allowed the consortium to move decisively into the construction phase, with preparatory site works having already been underway for several months before the latest approval.
The Consortium Partners
Luxcara, founded in 2009, describes itself as an independent asset manager focused on energy transition infrastructure. The Hamburg-based firm acquires, structures, finances, and operates energy projects under what it terms a long-term buy-build-operate approach.
Its portfolio spans several European countries and includes wind and solar photovoltaic assets, battery storage systems, electric vehicle charging stations, and electrolyzers for green hydrogen production. The company employs more than 80 energy specialists.
BKW AG is headquartered in Bern, Switzerland, and employs more than 12,300 people across its group of companies. The company operates across engineering consultancy, energy project planning and construction, building technology services, and the construction and maintenance of energy, telecommunications, transport, and water utility networks. Its portfolio encompasses the planning, construction, and operation of infrastructure for energy production and supply to businesses, households, and the public sector.
Trianel was founded in 1999 as a cooperative structure designed to support municipal utilities in strengthening their independence and competitiveness in the energy market.
Today, more than 100 local authority shareholders and partners pool their interests through Trianel, with activities spanning renewable energy project development, energy trading and procurement, and the development of flexibility options. The organization employs more than 450 people and provides support across the full energy value chain.
Strategic Significance for Western Germany
The Waltrop Battery Park is positioned to provide flexible services for the power system in Western Germany. Battery storage at this scale plays an increasingly important role in balancing electricity supply and demand as the share of variable renewable generation — wind and solar in particular — continues to grow.
The location in North Rhine-Westphalia, one of Germany's most industrially significant regions, places the facility within a part of the grid where such flexibility services carry considerable strategic weight.
The project's scale, with a target of 900 MW, would place it among the largest utility-scale battery storage installations in Germany upon completion. The combination of proven battery technology deployed across a site of this magnitude, coordinated across three independent shareholders each managing their own systems, represents a structural approach the consortium believes suits the complexity of delivering storage infrastructure at this level.
