SEG Solar, a vertically integrated solar manufacturer headquartered in Houston, announced on October 29, 2026, that it has signed a land agreement for a planned USD 950 million, 4 GW heterojunction (HJT) solar cell plant at its Tomball Industrial Campus in the greater Houston area.
Project Scope and Timeline
According to the company, the facility is expected to create more than 700 local jobs. It is planned to come online in two 2 GW phases, targeted for 2028 and 2029.
SEG said the plant would make the Tomball Industrial Campus one of the only U.S. manufacturing locations where HJT cells, modules, and key components are made in one place.
The announcement described the investment as expected to add 4 GW of annual solar cell manufacturing capacity.
Integration With Existing Module Production
The cell plant will be built next to SEG's existing 4 GW Tomball #1 module manufacturing facility and its 4.6 GW Tomball #2 module manufacturing facility, which is currently under construction.
Once the HJT cell facility is completed, solar cells, modules, and key component manufacturing will be brought together at the Tomball campus, the company said.
The campus will also include warehousing, an R&D center, a certified testing laboratory, and planned EVA and junction box production lines, according to SEG.

Domestic Content and Supply Chain Positioning
SEG said its Texas-made modules, built with U.S.-produced HJT cells, will help developers and asset owners meet domestic content requirements while improving project economics.
The company added that the modules would offer what it called an increasingly valuable feature in today's market: a dependable source of U.S.-manufactured supply.
Jim Wood, chief executive officer of SEG Solar, said bringing HJT cell manufacturing to the United States will give customers a more domestic supply chain with clearer sourcing and a single company standing behind the product.
"As the only U.S. company dedicated to integrated domestic vertical manufacturing, SEG will continue to strengthen our U.S. operations and innovation," Wood said. "American-made cells, American-made modules, one company accountable."
Company Background
Founded in 2021, SEG describes itself as a leading vertically integrated photovoltaic manufacturer headquartered in Houston, Texas. The company says it is dedicated to delivering reliable and cost-effective solar modules to the utility, commercial, and residential markets.
By the end of 2025, SEG had shipped more than 7.5 GW of solar modules worldwide and reached a module production capacity of 6.5 GW, according to the company.
Recent Company Milestones
The land agreement follows a series of announcements from SEG in recent weeks and months, as listed on the company's news page.
On September 16, 2026, SEG reported that it had produced its first HJT module at its second U.S. manufacturing facility.
On October 12, 2026, the company announced that its second module factory had passed an Intertek ETL factory audit and been cleared for the North American market.
SEG also announced on August 11, 2026, the inauguration of its second U.S. PV module manufacturing facility and separately reported that industry voices had come together at the factory opening.
On August 19, 2026, the company said it had extended its track record on BloombergNEF's Tier 1 PV Module Makers List.
More recently, on October 19, 2026, SEG announced it had been awarded an EcoVadis Bronze Medal with record scores in ethics and sustainable procurement.
On October 27, 2026, the company said Wood had been invited to join a "Scaling Production in the U.S." panel at pv magazine USA Week 2026.
What the Announcement Covers
The October 29 announcement concerns a signed land agreement for a planned facility. The USD 950 million investment, the 4 GW capacity, the job creation figure, and the 2028 and 2029 phase targets are all described by SEG as planned or expected outcomes.
The company did not provide additional details in the announcement on financing, construction start dates, or specific incentives tied to the project.
