Project Overview

The Agra Bareilly Expressway, formally known as the Mathura-Bareilly Corridor, is a 228 km four-lane access-controlled greenfield highway. It is an under-construction project by NHAI, identified under the Bharatmala Pariyojna Phase I. It runs north to south through western and central Uttar Pradesh, linking Agra with Bareilly, the divisional headquarters of the Rohilkhand region.

The corridor traverses approximately 15 districts, with its key intermediate nodes being Mathura, Hathras, Kasganj, and Budaun. The project is being executed in four packages:

  • Agra to Hathras 

  • Hathras to Kasganj 

  • Kasganj to Budaun 

  • Budaun to Bareilly 

A strategically important feature of the project is the Binawar interchange in Budaun district, where the Agra–Bareilly Highway meets the Ganga Expressway and the Moradabad–Farrukhabad Highway at a single major junction. 

This three-way convergence creates a node that dramatically expands the expressway's functional reach, enabling traffic from eastern UP (Ganga Expressway), the Moradabad-Rampur corridor, and the Agra-Mathura belt to interchange at a single well-connected point. For commuters, this means the Agra–Bareilly Expressway is not merely a bilateral corridor but a connector within a rapidly expanding UP expressway grid.

The infrastructure includes 20 flyovers, 26 underpasses, 5 major bridges, and 6 rail over-bridges to ensure seamless connectivity. Once operational, the Agra-Bareilly Expressway will reduce travel time between the two cities from approximately 5 hours to 2.5 hours. 

NHAI Project Director Sanjay Verma has confirmed December 2027 as the project's completion target. The expressway will also serve as an improved tourism corridor connecting Mathura-Vrindavan, the Taj Mahal complex in Agra, and Nainital, making it one of the most tourism-rich highway corridors in northern India.

Project Background

The Agra–Bareilly Expressway was identified as a priority project under Bharatmala Pariyojna Phase I, approved by the Union Cabinet in October 2017. Initially, the two cities were connected via congested state and national highways that passed through numerous towns and intersections, generating a journey of approximately five hours for 228 km.

NHAI selected a greenfield alignment to avoid the congestion of existing corridors, and the Detailed Project Report was prepared with SA Infrastructure Consultants and other NHAI technical partners.

One of the most significant early milestones was the completion of the bridge over the Yamuna at Brahman Ghat in Mathura — a critical crossing on the southern end of the corridor. The Ganga bridge at Soron (Kasganj district) is planned, but its completion timeline has not been separately confirmed.

Land acquisition of the greenfield expressway was completed across all four packages, with Rs 1,527 crore in compensation disbursed to landowners and NHAI confirming no pending land cases as of December 2025.

Agra Bareilly Expressway Current Status

The Agra Bareilly Expressway is an under-construction project, expected to be completed by December 2027. It will be developed in four phases. The first phase between Mathura and Devinagar is partially operational. The second phase from Hathras to Kasganj is approximately 60% done. Phase III is nearly 28% done, along with ongoing work on Phase IV from Budaun to Bareilly.

Agra Bareilly Expressway Route

The Agra Bareilly Expressway connects Agra, home to the Taj Mahal and one of UP's most significant tourist and commercial cities, with Bareilly, the divisional headquarters of the Rohilkhand region and a major industrial and trade centre. It runs from North to South through western and central Uttar Pradesh. 

The route starts from Badh village in Mathura near NH-19 and ends at Chaubari in Bareilly near NH-24 (Delhi-Lucknow highway). The corridor traverses approximately 15 districts, with its key intermediate nodes being Mathura, Ray, Hathras, Kasganj, and Budaun. It passes through an interchange connecting to the Yamuna Expressway at Ray.

Currently, it takes 5 hours to cover the 228 km distance. Upon the completion of the expressway, the travel time will be reduced to 2.5 hours, benefiting commuters across Uttar Pradesh.
