Malaysia's Perak State Development Corporation (PKNPk) and Global Vision Lab Sdn Bhd (GVL) are exploring a proposed artificial intelligence data center (AIDC) development in Perak with planned capacity exceeding 100 MW.
The project remains at a preliminary stage. To date, only a non-disclosure agreement and a letter of consent have been signed between the two parties, and more specific details, including the full scope of the development, are not yet available.
Division of Responsibilities Between the Two Parties
Under the existing agreement, PKNPk will handle engagement with state-level stakeholders, while GVL is responsible for development planning and preliminary assessments.
The arrangement positions the state development corporation as the government-facing coordinator of the initiative, with the private partner taking on the groundwork of planning and evaluation.
Alignment with Perak Sejahtera 2030
PKNPk chief executive Datuk Redza Rafiq framed the proposal as part of the state's broader development agenda. "The initiative supports the aspirations of Perak Sejahtera 2030 and creates opportunities for Perak to emerge as a destination for the development of high-technology digital infrastructure," he said.
Perak Sejahtera 2030 is the state's development plan, and the proposed AI data center would, if realized, mark an entry into digital infrastructure for a state that has not previously featured prominently in Malaysia's data center landscape.

Perak's Position Relative to Malaysia's Data Center Hubs
Perak lies directly north of Selangor state and the Klang Valley, where Kuala Lumpur and Cyberjaya, the country's current data center hubs — are located in central Peninsular Malaysia. The state's proximity to these established hubs places it adjacent to the corridors where Malaysia's data center activity has so far been concentrated.
The proposed development of more than 100 MW of AI-focused capacity would represent a significant scale for the state, though with only a non-disclosure agreement and letter of consent signed, the project's timeline, funding, site selection, and other specifics remain undisclosed.
What Remains Unclear
Because the initiative is still in an exploratory phase, key questions about the project are unanswered. The full scope of the development has not been made available, and neither party has disclosed details such as investment value, construction timelines, or prospective tenants.
The announcement from PKNPk indicates intent on both sides to pursue the concept, with GVL tasked with the preliminary assessments that would inform any subsequent stages of the project.
