Competitive Power Ventures and investment partner Harrison Street Asset Management have announced the start of commercial operations for CPV Rogue's Wind, a 114-megawatt wind project built on reclaimed coal mining land in Cambria County, Pennsylvania.

The project represents a USD 300 million investment into the region and marks CPV's third operating facility in the county, following the CPV Fairview Energy Center natural gas plant and CPV Maple Hill Solar installation.

A Brownfield Development on Over 6,000 Acres

CPV Rogue's Wind sits on more than 6,000 acres of former coal mine land and is the company's third renewable project nationally to repurpose such land for power generation.

The project operates in partnership with private landowners and an adjacent active ATV park, Rock Run Recreation Area, which features over 140 miles of trails. Riders at the park can travel directly to the base of the wind towers. The project spans both Clearfield and Cambria Counties and is expected to generate enough electricity to support approximately 32,000 households.

The facility was constructed by White Construction, which utilized local contractors throughout the build. Logisticus Group managed the transport of the project's 19 Vestas V-162 wind turbines, which traveled more than 260 miles from port to the site.

The transport required coordination with the Maryland Department of Transportation, the Pennsylvania Department of Transportation, and both Maryland and Pennsylvania State Police.

"This project was brought online safely and on time thanks to our incredible partners. It was a true feat and test of outside-the-box thinking to make the transport and construction of CPV Rogue's Wind a success," said Mike Resca, Executive Vice President of CPV Renewable Power.

Financing Structure and Advisors

In connection with the project reaching commercial operations, CPV secured tax equity financing with U.S. Bank. Marathon Capital served as financial advisor on the transaction.

CPV described Marathon Capital's involvement as emphasizing the project's quality and the company's broader standing as a developer of utility-scale renewable projects.

Harrison Street Asset Management, which co-invested in the project through its infrastructure platform, described the development as consistent with its approach to long-term infrastructure investment.

CPV's Expanding Pennsylvania Presence

CPV Fairview Energy Center came online in 2019 as the company's first project in Cambria County. CPV Maple Hill Solar followed in 2023. With the addition of Rogue's Wind, CPV now operates natural gas, solar, and wind generation assets in the same Pennsylvania county, reflecting what company CEO Sherman Knight described as Pennsylvania's approach to energy development.

"Alongside our existing natural gas-fired and solar facilities in the county, Rogue's Wind underscores CPV's commitment to developing the diverse energy infrastructure needed to support growing demand while balancing reliability, affordability, and sustainability."

CPV Rogue's Wind operates within the PJM Interconnection, the grid operator covering much of the Mid-Atlantic and Midwest. The project joins five other operating wind and solar facilities in CPV's renewable portfolio. The company also maintains a development pipeline of 4.8 gigawatts spanning solar, wind, and battery storage projects.

Community Integration and Local Impact

Local officials and community partners spoke to the significance of the project for the region. Tom Kakabar, Chair of the Cambria County Conservation and Recreation Authority, noted that the project had already created hundreds of construction jobs and would generate new revenue for the county.

"This project will generate new revenue; it has already created hundreds of construction jobs and helps support our natural resources. It's a win-win," Kakabar said.

Pat Leyo with Rock Run Recreation Area described CPV's engagement with the local community as deliberate and respectful of existing land uses. "CPV went about this with the right attitude and understood the importance of bringing the local community into their plans as the project came together," Leyo said, adding that the wind towers would offer a new experience for ATV riders at the park.

Since CPV Fairview Energy Center began operations in 2019, CPV has been involved in community activities in Cambria County that include supporting first responders, STEM education initiatives, and efforts to address food insecurity. The company indicated those community ties will continue with the Rogue's Wind project now operational.

Resca emphasized the dual value of the land redevelopment model, noting that the project not only gives new purpose to former mining land but does so while coexisting with an active recreational facility.

"This project encapsulates how CPV approaches land development and integrates into our local communities," he said. "This project represents a USD 300 million investment into the region and benefits Clearfield and Cambria Counties along with the Commonwealth."
