Neoen (a renewable energy company) has commenced construction of its 179 MW Narrogin Wind Farm in Western Australia, following the execution of a long-term power purchase agreement with Synergy (Electricity Generation and Retail Corporation) covering 100% of the project's generation at the point of connection, equivalent to 168 MW. The project marks the French renewable energy company's first wind farm in Western Australia and its fourth major project in the state.

Contractors and Turbine Supplier Receive Notices to Proceed

Neoen has issued notices to proceed to two separate parties to advance the project. Turbine manufacturer Envision Energy will supply the project's wind turbines, while a consortium comprising UGL and CPB Contractors, both members of the CIMIC Group, will handle the balance of plant construction. The wind farm will be equipped with 23 EN182-7.8 MW turbines, giving the project its total installed capacity of 179 MW.

The Narrogin Wind Farm is located on the country of the Wilman Noongar people near the towns of Narrogin and Williams, approximately 200 kilometres southeast of Perth. The facility will connect into the South West Interconnected System network via Western Power's existing 220 kV transmission line.

Project Scale and Energy Output

Once operational, the Narrogin Wind Farm is expected to generate enough clean energy to meet approximately 3% of annual energy demand in the South West Interconnected System, which Neoen says is equivalent to powering nearly 100,000 Western Australian homes each year.

The project has also been awarded a Capacity Investment Scheme Agreement by the Australian Government, which contributed to its progression to construction.

Synergy, Western Australia's largest energy retailer and a state government-owned entity, entered into the long-term PPA for the full output of the project. Neoen states that the agreement will enable Synergy to further support the state in achieving its target of 82% renewables in the South West Interconnected System by 2030.

Jobs and Community Commitments

Construction of the wind farm is expected to create more than 250 jobs, with approximately 15 permanent roles to follow during the operational phase. Neoen has entered into an agreement with the Shire of Narrogin that the company describes as prioritising investment in local housing and services. The company will also work with the Gnaala Karla Booja Aboriginal Corporation to deliver what it terms meaningful First Nations outcomes.

Upon reaching operations, the project will introduce a neighbour benefit scheme alongside an annual community benefit-sharing program designed to support legacy initiatives in Western Australia's Wheatbelt region.

Western Australia Portfolio Reaches 903 MW

With the commencement of construction at Narrogin, Neoen's total capacity in Western Australia now stands at 903 MW either in operation or under construction, representing an investment the company values at more than USD 1.4 billion.

The company reached that capacity figure in under four years. The Narrogin Wind Farm will complement Neoen's existing Western Australian portfolio of 724 MW and 3.1 GWh of storage, which includes the Collie Battery across two operational stages and the Muchea Battery, which remains under construction.

Jean-Christophe Cheylus, Neoen's Regional CEO for Australia Pacific, credited the host landowners, the Gnaala Karla Booja Aboriginal Corporation, and the broader community for their roles in the project's development. "Together, we look forward to powering Western Australia's future with clean and reliable energy," he said.

Global Milestone as Neoen Targets 20 GW by 2030

Xavier Barbaro, Neoen's Group CEO, said the Narrogin construction commencement also marks a broader company milestone. "This milestone also means Neoen has now developed and delivered more than 10 GW of capacity globally," Barbaro said, adding that the company intends to accelerate growth with the aim of doubling its impact to 20 GW by 2030.

Australia's Assistant Minister for Climate Change and Energy, the Hon Josh Wilson, said the project represented a significant step forward for the state's clean energy transition.

"Narrogin Wind Farm is one of the projects that will help power more Western Australian homes and strengthen energy security, while reducing emissions and putting downward pressure on power prices," Wilson said, also noting the project's role in supporting the state's move away from coal-fired power generation.
