Assam Power Distribution Company Issues Consultancy Tender for 1 GW Solar Project

The Assam Power Distribution Company Limited (APDCL) has issued a tender seeking expressions of interest (EoI) for a project management consultant (PMC) to oversee the development of a massive 1,000 MW grid-connected solar photovoltaic (PV) power project within the state. The last date for submission of bids is February 25, 2024.

As part of the Assam government's "Mukhya Mantri Sauro Shakti Prokolpo" initiative to increase renewable energy generation, the Asian Development Bank (ADB) is funding this ambitious project. The chosen PMC will play a crucial role in supervising, implementing, and managing the entire project, ensuring its successful completion and efficient operation.

The 1,000 MW solar plant, planned for the Karbi Anglong district, will be developed on a build-own-operate (BOO) basis. This means the successful bidder will be responsible for securing financing, constructing the plant, and operating it for 25 years. The project is expected to attract significant investment and create numerous job opportunities within the state.

 

The chosen developer will be responsible for identifying a suitable site within the Karbi Anglong district of Assam, a region with abundant sunshine and ample land availability. The project will utilize cutting-edge solar PV technology to harness the sun's power and generate clean electricity for the state.

The Assam State Government owns 100 percent of the public limited company known as Assam Power Distribution Company Limited (APDCL). It was established in 2009 to take over the electricity distribution business of the erstwhile Assam State Electricity Board (ASEB). Approved in 2023, this project seeks to modernize the distribution infrastructure across Assam with an estimated budget of  USD 624.4 million. The project will involve feeder separation, network augmentation, smart meter installation, and the procurement of 100 MW of renewable energy. This is expected to improve efficiency, reduce power losses, and enhance service reliability.
