Project Overview

The Great Nicobar Island (GNI) project is an infrastructure project built at the Southern end of the Andaman and Nicobar Islands. Implemented by the ANIIDCO (Andaman and Nicobar Islands Integrated Development Corporation), the project includes the development of the four major components. It involves the following:

• An International Container Transhipment Terminal (ICTT)

• A Greenfield Airport

• A Township

• A 450 MVA Gas & solar-based power plant

It is a part of the Holistic Development of Islands Programme, a vision to transform the Andaman and Nicobar Islands into a maritime, trade, and tourist hub. With a total cost of approximately INR 81,000 crore, the project aims to boost the socio-economic fabric of the Island. Furthermore, it highlights India’s commitment to sustainable development in sensitive ecosystems.

Project Background

The Great Nicobar Island Project is an infrastructure project aimed at establishing a port, airport, power facilities, and a township on Great Nicobar Island. It is being developed on the southernmost Island of the Andaman & Nicobar Islands, near the Malacca Strait. The Great Nicobar Island is famous for its pristine rainforest, diverse biodiversity, and indigenous communities, including the Shompen and Nicobarese tribes.

Developed by NITI Aayog, with a pre-feasibility report prepared by AECOM India, the initiative aims to transform the island into a logistics and trade hub, reducing dependence on foreign transshipment ports like those in Singapore and Colombo.

On 18th January, 2021, the Ministry of Environment, Forest and Climate Change (MoEFCC) approved the eco-sensitive zone (ESZ) around the Galathea National Park (GNP), which is a home for rare species of plants & animals. The ESZ provides a neutral territory in a safeguarded area, protecting Faunal & Floral diversity. The selection of such a small ESZ around the park means that the project faces no barriers in the future.

The project was approved by Prime Minister Narendra Modi in 2021. It received the environmental and forest clearance in 2022 from the Ministry of Environment, following conditions for the conservation of biodiversity and tribal welfare. This is amid ongoing debates on sustainability and indigenous rights.

Great Nicobar Island Project Completion

Developed by NITI Aayog and carried out by the Andaman and Nicobar Islands Integrated Development Corporation Limited (ANIIDCO) over three phases spanning 30 years. Phase 1 completion is expected by 2028, which will comprise the International Container Trans shipment and an International Airport. 

The overall completion of the project is expected by 2050, which will include an expanded port, dual coastal townships, deep-sea mining, industrial hubs, and tourism resorts.

The Great Nicobar Island Project Cost

The total estimated cost for the Great Nicobar Island Project is INR 81,000 crore (USD 9.7 billion). It includes the cost of constructing all components: the deep-sea transshipment port at Galathea Bay, an international airport, a residential and commercial township, and a 450 MVA gas and solar-based power plant. Initially, the project cost was estimated to be INR 72,000 crore (approximately USD 8.18 billion).

Components of the Great Nicobar Island

The Great Nicobar Island Project focuses on the four main components of the project. Below follows a detailed description of all four:

• International Container Transhipment Terminal (ICTT): An International Container Transhipment Terminal (ICTT) is a deep-water port built at Galathea Bay. It is designed to handle up to 16 million TEUs per year, with 4 million TEUs planned in Phase 1. The aim is to compete with Singapore's transhipment throughput along the China-influenced Malacca Strait, which carries approximately 25% of all global trade.
  

• An International Greenfield Airport: An airport designed to serve as a dual-use facility, handling both civilian and defense needs. It is a 3,300-meter-long runway, handling a wide-body aircraft. It aims to have a passenger capacity of around 4,000 per hour by 2050. 
  

• Township Development: It involves building two new greenfield coastal cities, supporting large-scale urbanization, commercial expansion, and population growth on the island. One is built on the southeast side of the Island & the other one is on the southwest side. Together, they will cover 16,610 hectares (166 sq km), designed to accommodate up to 65,000 initial residents. 
  

• Gas and Solar Power Plant:  It is located on a 39-hectare site, mostly within protected forest land, near Galathea Bay. A 450 MVA Hybrid Gas-Solar Plant is to be built, ensuring self-sufficiency. It guarantees a stable and sustainable energy source for port operations, airports, townships, and related development.

• Modern Cargo & Shipping Technologies: Advanced maritime logistics and storage hubs are designed with modern cargo and shipping technologies to support the merger of regional and global trade.
  

• Modern Construction Techniques: The project spotlights modern construction techniques for large-scale land reclamation, dredging, and deep-water port development processes.
  

• Eco-Tourism and Township Planning Technologies: The project used eco-tourism and township planning technologies to expand sustainable urban space while minimizing environmental impact. 
  

• Disaster-resilient engineering: The project provides disaster-resilient engineering by incorporating fault-line activity, along with ongoing assessments to enhance the project's resilience to earthquakes and tsunamis.

Great Nicobar Project Current Status

The following describes the status of the Great Nicobar Island Project in the different sectors: 

• Approximately INR 41,000 crore bids are finalized for the International Container Transshipment Port (ICTT). Its 1st phase aims to have a capacity of up to 4 million TEUs and is expected to be completed by 2028. Multiple Indian & Global Companies have submitted tenders. 
  

• The dual-use international airport is in the planning stage, with regulatory approvals secured and no groundbreaking work started as of September 2025. The land preparation, feasibility studies, and detailed project report have been completed. The construction contract is not given and is under review. 
  

• A 450 MVA gas and solar power plant is in the Preparatory Stage, with the environmental clearance approval as of early 2025. NTPC invited bids in April 2025 for a 5 MW solar component with Battery Energy Storage Capacity (BESC), aimed at enhancing renewable energy integration and grid stability.

Great Nicobar Project Latest News

Prime Minister Modi described the Great Nicobar Island Project as one of strategic, defence, and national importance. He said the project will transform the region into a major maritime hub and air connectivity in the Indian Ocean Region. 

The Union Environment Minister Bhupendra Yadav emphasised the Modi Government's commitment to economic development while protecting ecological protection. He said that there is no threat to the island's tribal communities, no harm to local species, and no compromises to the region's eco-sensitivity.

The opposition leaders, like Sonia Gandhi, claimed that the project is a threat to the island’s unique flora, fauna, and indigenous communities. However, the article released by Prime Minister Modi on Friday, 12th September 2025 (Written by Bhupendra Yadav), clearly states that the government maintains the project effectively integrates the economy and ecology.
