The Galveston LNG Bunker Port (GLBP) project has received its final construction permits from the U.S. Army Corps of Engineers and the U.S. Coast Guard, paving the way for construction to begin. The facility is on track to begin LNG product deliveries in the second half of 2027, according to a project update announced this week.
Located along the Texas City Ship Channel, GLBP will become the first dedicated marine liquefied natural gas (LNG) bunker port on the U.S. Gulf Coast, supplying LNG via fuel barge to a growing fleet of LNG-fueled vessels operating in the region.
The permits include Section 408 and Section 404/10 authorizations issued under the Clean Water Act by the U.S. Army Corps of Engineers, along with a Waterway Suitability Assessment recommendation from the U.S. Coast Guard. These latest approvals build on previous authorizations from the Texas Railroad Commission and the Texas Commission on Environmental Quality, enabling the project to move forward with a final investment decision.
GLBP is being developed as a joint venture between Pilot LNG and Seapath Group, the maritime subsidiary of the Libra Group. “This achievement reflects the hard work and dedication of our entire team,” said Shaun Davison, Chief Development Officer at Pilot LNG.
“We’re now ready to advance into the next phase of development.” - Josh Lubarsky, President of Seapath Group, added that the project will help position the region as a clean fuel hub. “GLBP will be the first of its kind in the U.S. Gulf, playing a critical role in the shift toward cleaner marine fuels,” he said.
Supporting the Clean Marine Fuel Transition
The port’s primary function will be to supply LNG to commercial shipping operations, aligning with broader industry efforts to reduce greenhouse gas emissions.
With all necessary permits in place, construction of the Galveston LNG Bunker Port is expected to begin shortly. Once operational, the facility will mark a key milestone in the development of clean energy infrastructure for the maritime sector in the United States.
