EDF Power Solutions North America and Saulteau First Nations have executed a 30-year Power Purchase Agreement with BC Hydro for the Taylor South Wind Project, a 200.6 megawatt wind development in British Columbia's Peace River Region that carries a total investment of approximately USD 650 million.

A Second Wind Contract in the Peace River Region

The agreement, announced, was awarded as part of BC Hydro's 2025 Call for Power, through which Taylor South was selected as one of four clean energy projects to advance.

The project is an expansion of the Taylor Wind project, which received its own Electricity Purchase Agreement contract in 2025. Located on Crown Land approximately 10 kilometres south of the town of Taylor, B.C., the new development is expected to begin delivering electricity in 2032, with enough generating capacity to power 60,000 homes.

The announcement was made from Vancouver, marking a further step in the province's effort to expand its electrical infrastructure in anticipation of growing residential and commercial demand for clean power.

Saulteau First Nations Holds Majority Economic Interest

The project is structured as an equity partnership between EDF Power Solutions North America and Saulteau First Nations, with Saulteau First Nations holding a 51 percent economic interest. That majority stake places Indigenous ownership at the centre of the project's financial and governance structure.

Chief Rudy Paquette of Saulteau First Nations said the investment would generate jobs and economic development while respecting the Nation's Treaty and allowing for wise use of natural resources. "Together, we are proving that reconciliation means creating triple-win solutions that benefit everyone. This is the future, and the future is bright," he said.

Mark Gallagher, Senior Director of Development at EDF Power Solutions, described Taylor South as a reflection of the trust built between the two partners over three years of collaboration. "The award of Taylor South is a testament to the joint efforts and progress our partnership has made over the last three years," Gallagher said.

Economic Impact and Job Creation

Of the approximately USD 650 million total project investment, more than USD 150 million is expected to be directed toward development and construction-related activities in the local economy. The project is projected to create over 250 jobs spanning development, construction, and ongoing operational phases.

The scale of local economic activity built into the project reflects a deliberate effort to anchor benefits within the Peace River Region, where the project is physically situated on Crown Land.

Provincial Energy Policy Context

BC's Minister of Energy and Climate Solutions, Adrian Dix, framed the project within the province's broader strategy to expand electrical supply ahead of anticipated economic growth.

"Clean, affordable electricity is essential to strengthening B.C.'s ability to power itself, grow the economy and attract private-sector investment that creates good jobs across the province, and that's why we're taking transformative action now to build out BC Hydro's system," Dix said. He described the selected projects as significantly expanding electricity supply while supporting long-term growth.

Charlotte Mitha, President and CEO of BC Hydro, pointed to the utility's existing hydroelectric infrastructure as a key enabler for integrating intermittent wind generation.

"Expanding wind generation strengthens and diversifies BC Hydro's power supply, while our flexible hydroelectric system ensures reliability when wind conditions change," Mitha said.

"Together, these projects will play a key role in delivering the clean, affordable electricity B.C. needs to drive economic growth and support strong, resilient communities."

BC Hydro's 2025 Call for Power selected four clean energy projects in total, with Taylor South representing one of the utility's major additions to grid-scale generation capacity in the province.

Community Engagement and Path to 2032

EDF Power Solutions and Saulteau First Nations have indicated that Taylor South will continue engagement with First Nations communities, local residents, key government agencies, and other stakeholders as the project advances toward its planned 2032 in-service date. The partnership has emphasized that ongoing consultation will be part of the development process as construction planning moves forward.

The Taylor South Wind Project follows the earlier Taylor Wind Project and expands what the partners describe as a multi-year collaborative relationship built in the Peace River Region.
