Germany is rapidly strengthening its position as a global offshore wind leader, with over 1,730 offshore wind turbines now installed off its coasts and 9.2 GW of capacity in operation as of mid-2025. As of 2025, 31 offshore wind projects are already operational, while several others are under construction or entering final investment stages.

Some of the new largest offshore wind farms in Germany are Lighthouse Offshore-To-X, Nordlicht I, He Dreiht, Gennaker, Borkum Riffgrund 3, and Nordseecluster offshore wind farms. Lighthouse Offshore-to-X Offshore Wind Farm

The Lighthouse Offshore-to-X Offshore Wind Farm is the largest upcoming offshore wind farm in Germany, jointly developed by RWE and BASF. The 2 GW wind farm in the German North Sea will generate around 7,500 GWh of green electricity annually, powering industrial processes and producing green hydrogen for BASF’s operations.

The wind farm represents an investment of about EUR 4 billion (USD 4.87 billion) and will supply roughly 80% of its clean power directly to BASF’s industrial sites to support CO₂-free technologies. The remaining 20% will be used for large-scale hydrogen production through electrolysis in northwestern Germany. The produced hydrogen will serve as a key feedstock for chemical production and as a clean energy source across other industrial sectors.

RWE will develop, build, and operate the offshore wind park, while BASF will hold up to a 49% ownership stake. The project is expected to be built alongside Germany’s planned 20 GW offshore wind capacity by 2030, ensuring that its output meets the national “additionality” requirement for green energy generation. Electricity will be transmitted via the Lower Saxony grid, connecting to BASF’s facilities in Ludwigshafen and the planned electrolysis site.

Nordlicht I Offshore Wind Farm

The Nordlicht 1 Offshore Wind Farm is a major offshore wind project under construction in the German North Sea, developed and owned by Vattenfall AB. Located about 85 kilometers north of the island of Borkum, within Germany’s Exclusive Economic Zone, the project will have an installed capacity of 980 MW (with a total output of 1,020 MW). Once completed, it will form part of the broader Nordlicht cluster, together with Nordlicht 2, for a combined capacity exceeding 1.6 GW.

The project will feature 68 Vestas V236-15.0 MW turbines, among the most powerful in commercial use. Offshore construction is scheduled to begin in 2026, following UXO (unexploded ordnance) clearance completed in late 2025. The turbines will be installed and commissioned under a contract with Vestas Northern and Central Europe.

Initially developed as a joint venture between Vattenfall and BASF, the project became fully owned by Vattenfall in early 2025 after BASF sold its 49% stake. However, BASF will continue to receive long-term renewable electricity from the Nordlicht cluster to support its decarbonization goals across European chemical operations. 

TenneT Offshore GmbH will handle the offshore grid connection, while DEME has been contracted for the transport and installation of 112 foundations and scour protection across both Nordlicht sites. The Nordlicht 1 Wind Farm is expected to reach full operation in 2028, supplying enough renewable electricity to power over one million homes.

Gennaker Offshore Wind Farm

The Gennaker Offshore Wind Farm, developed by Skyborn Renewables GmbH (formerly wpd), is set to become the largest offshore wind project in the German Baltic Sea. The wind farm located about 15 kilometers north of the Fischland-Darß-Zingst peninsula will have an installed capacity of 976.5 MW, enough to supply clean electricity to around one million households once operational in 2028.

Originally initiated in 2011, the project underwent a full redesign in 2023 to integrate 15 MW-class turbines, reflecting evolving market and technological trends. A permit application for these next-generation turbines was submitted in 2025, with approval expected by the end of the year.

The project will feature 63 Siemens Gamesa SG 14-236 DD wind turbines, each with a power boost up to 15 MW, installed on monopile foundations. The responsible transmission system operator is 50Hertz Transmission GmbH, which will handle the grid connection and offshore transmission infrastructure.

In 2024, Skyborn Renewables and Siemens Gamesa signed an updated Master Supply Agreement, replacing an earlier 2022 deal that envisioned smaller 9 MW units.

  • Engineering, Procurement, Construction, and Installation (EPCI): Consortium HSI (HSM Offshore Energy, Smulders, and Iv-Offshore & Energy) for both offshore substations and jackets.

  • Monopile Foundations: EEW Special Pipe Construction GmbH (EEW SPC) – 63 monopiles up to 54.1 meters long and 877 tonnes each, manufactured locally in Rostock, supporting over 1,000 regional jobs.

  • Transition Pieces: Dajin Heavy Industry – 63 units, fabricated in Penglai, China, and finalized in Odense, Denmark.

  • Transportation & Installation: Seaway7 – responsible for monopile and transition piece transport and installation.

  • Inter-array Cables: Consortium of Boskalis and TKF, supplying and installing approximately 140 kilometers of cable, manufactured in Eemshaven, Netherlands.

In October 2025, the first of two offshore platforms was completed and rolled out from the Smulders yard in Vlissingen, the Netherlands. By mid-2025, Skyborn had finalized preferred supply agreements (PSAs) for all major project components, securing the foundation for full-scale implementation.

He Dreiht Offshore Wind Farm

The He Dreiht Offshore Wind Farm, developed by EnBW Energie Baden-Württemberg AG, is one of the largest upcoming offshore wind farm projects in Europe. The wind farm with 960 MW of installed capacity is located in the German North Sea, approximately 90 kilometers northwest of Borkum and 110 kilometers west of Helgoland.

The project consists of 64 Vestas V236-15.0 MW offshore wind turbines, each with a rotor diameter of 236 meters and a hub height of 142 meters. These turbines will be the first of their kind to be deployed commercially, capable of generating renewable power for approximately 1.1 million households.

He Dreiht stands out as one of the first offshore wind farms in Europe to be constructed without state subsidies under Germany’s Renewable Energy Act (EEG). Instead, EnBW relies on corporate Power Purchase Agreements (PPAs) to secure long-term revenue stability and provide renewable electricity directly to major industrial clients.

The total investment amounts to approximately EUR 2.4 billion, backed by EUR 600 million in long-term financing from the European Investment Bank (EIB). In addition, EnBW sold a 49.9% minority stake in the project to a consortium comprising Allianz Capital Partners, AIP Management, and Norges Bank Investment Management.

As of October 2025, 23 of the 64 turbines have been installed, following the completion of all foundations in August 2024. The wind farm will be operational in spring 2026, and it will double EnBW’s offshore portfolio to nearly 2 GW.

Borkum Riffgrund 3 Offshore Wind Farm

The Borkum Riffgrund 3 Offshore Wind Farm is set to become Germany’s largest offshore wind project, with an installed capacity of 913 MW. Developed by Ørsted in partnership with Nuveen Infrastructure, the project stands out as the first offshore wind farm in the world to be awarded without subsidies. 

The project is located in the German North Sea and will feature 83 Siemens Gamesa SG 11.0-200 DD turbines, each with a rated capacity of 11 MW. Once operational, the wind farm will generate enough clean electricity to power over 900,000 German households, significantly advancing the country’s decarbonization goals.

A major innovation of this project is its direct connection concept, which eliminates the need for an offshore substation. Instead, power generated from the turbines will be transmitted through 66 kV cables directly to TenneT’s DolWin5 offshore converter platform, making the system more efficient and cost-effective.

The Borkum Riffgrund 3 Offshore Wind Farm has successfully secured long-term corporate power purchase agreements (CPPAs) with several major international companies, including:

  • Amazon - 350 MW

  • BASF - 186 MW

  • Covestro - 100 MW

  • REWE Group - 100 MW

  • Google - 50 MW

The wind farm reached a major milestone in January 2025 with the completion of offshore wind turbine installation, as the final Siemens Gamesa 11 MW turbine was installed. While construction has concluded, the commercial operation date has been moved to early 2026 due to the pending completion of TenneT’s DolWin5 offshore grid connection.

Nordseecluster Phase B Offshore Wind Farm

The Nordseecluster B Offshore Wind Farm is one of Germany’s largest upcoming offshore wind energy projects, featuring an installed capacity of 900 MW. The project is being developed by RWE and Norges Bank Investment Management, which hold 51% and 49% stakes respectively. Located about 50 kilometers north of the island of Juist in the German North Sea, Nordseecluster B will form the second phase of the wider 1.6 GW Nordseecluster development.

The wind farm will use 60 Vestas V236-15.0 MW turbines, each capable of generating 15 MW. Once completed, it will produce enough renewable power to supply more than 800,000 German homes, contributing significantly to Germany’s clean energy goals. Offshore construction and commissioning are scheduled to begin in the late 2020s, with commercial operation expected in early 2029.

Vestas has secured a firm order for the supply, delivery, and commissioning of the turbines. The contract also includes a five-year service agreement, followed by a long-term operational support phase to ensure performance reliability.

DEME has been awarded the contract for the transport and installation of inter-array cables, marking another major milestone for the project. Together with Nordseecluster A (660 MW), Nordseecluster B will form a 1.6 GW clean energy hub capable of powering 1.6 million households once fully operational, reinforcing RWE’s leading role in Europe’s offshore wind expansion.

Nordseecluster Phase A Offshore Wind Farm

The Nordseecluster A Offshore Wind Farm is a 660 MW project and the first phase of the 1.6 GW Nordseecluster development in the German North Sea. Located about 50 kilometers north of the island of Juist, the project is being developed by RWE and Norges Bank Investment Management as part of a joint venture.

The project, which started construction in 2025, includes 45 monopile foundations, with 44 supporting turbines and one serving as the base for an offshore substation. Foundation installation was completed, followed by preparatory soil investigations for the internal cable system. Around 70 kilometers of inter-array cables will be installed ahead of turbine installation, scheduled for summer 2026.

Nordseecluster A will feature 44 Vestas V236-15.0 MW turbines, among the most powerful currently available on the market. Offshore substation topsides are expected to be installed in 2026, with full commissioning planned for 2027.

Once operational, Nordseecluster A will supply clean electricity to hundreds of thousands of households and serve as the foundation for Nordseecluster B, a 900 MW expansion due in 2029. Together, both phases will deliver 1.6 GW of renewable power, strengthening RWE’s position as one of Europe’s leading offshore wind developers.
