Project Overview

FSRU Jawa Satu is a Floating Storage & Regasification Unit in West Java, Indonesia. It is part of Asia’s first fully integrated “Gas-To-Power” project. The FSRU Jawa Satu receives LNG via ship-to-ship transfer, regasifies it, and then sends it to the adjacent Jawa-1 power station that generates 1,760 MW. 


The project has a total storage capacity of 170,000 cubic meters of LNG & has a regasification capacity of 300 million cubic meters per day (approximately 3.1 mtpa). Overall, the terminal has a total annual capacity of 2.4 million tonnes. 


With a total length of 292.5 meters & a width of 43.4 meters, the vessel is designed to support Indonesia’s growing energy demand and national strategy for cleaner and more reliable power. It is set to reduce CO2 emissions by approximately 3.3 million tonnes annually.  

Project Location

The FSRU Jawa Satu is located offshore Cilamaya in West Java, Indonesia, approximately 110 km east of Jakarta. It is directly connected through a 21-kilometer subsea pipeline to the onshore Jawa-1 power plant in Karawang.

PLTGU Jawa-1 is located nearby and has access to LNG shipping routes, with regasified gas supplied via offshore and onshore pipelines to the power station in the same area. Furthermore, the location provides accessibility to both Jakarta’s major energy demand center & to key infrastructure nodes for Indonesia’s power grid.

Project Background

The project came into existence in 2016, when Indonesia’s state-owned electricity company, PT Pertamina, launched a tender for a fourth FSRU at Cilamaya, with the motive to import approximately 0.6 million tonnes per annum (Mtpa) of natural gas. 


The FSRU Jawa Satu project facilitates the import, storage, & conversion of Liquefied Natural Gas (LNG) into natural gas, enabling power generation. It aligns with the nation’s ambition to expand power generation capacity by 35 GW by 2019. The expansion results in meeting energy demand in densely populated areas, such as Java. 

By February 2017, a consortium led by Japan's Marubeni Corporation established PT Jawa Satu Power (JSP), a special-purpose company tasked with building, owning, and operating the associated PLTGU Jawa-1 power station.

With the arrival of its inaugural LNG cargo in April 2021, the FSRU began operations in Papua, Indonesia. A 25-year power purchase agreement was executed with Indonesia's state-owned utility, PT PLN (Persero), on March 29, 2024, to initiate the full commercial integration of the power plant. Operations include 19-27 annual LNG transfers, featuring safety features such as emergency shutdown systems.

The FSRU Jawa Satu is wholly owned & operated by PT Jawa Satu Regas. It is a joint venture between PT Pertamina (26%), Marubeni (20%), Mitsui O.S.K. Lines (MOL) (19%), Sojitz (10%), & other stakeholders (25%).

Asia’s first LNG-to-power project built on FSRU technology

Mitsui OSK Lines (MOL) announced the March 29, 2024, launch of commercial operations for the Floating Storage & Regasification Unit (FSRU) Jawa Satu, supporting the Jawa 1 LNG-fired power plant in West Java, Indonesia.  


The MOL at FSRU Jawa Satu receives LNG for power generation from LNG carriers via the ship-to-ship transfer operation, stores it, regasifies it, and supplies it to PT Jawa Satu Power. The PT Jawa Satu Power sets off a large-scale LNG-fired power plant in West Java, Indonesia, with a generation capacity of 1,760 MW.


This is the first “gas-to-power” project in Asia, where power generation facilities and gas-related facilities utilizing an FSRU are being developed as an integral part of the power generation process. Electricity generated by the plant will be supplied to PT PLN, Indonesia’s state-owned electricity company, for 25 years. 

Ownership Details

The FSRU Jawa Satu is wholly owned & operated by PT Jawa Satu Power. It is a joint venture between Pertamina, Marubeni, & Sojitz, with ownership shares of 40%, 40%, & 20%, respectively.
