TotalEnergies, in partnership with RWE, has been selected by France's Ministry in charge of Industry and Energy as the winner of the Centre Manche 2 (AO8) offshore wind tender on September 24, 2025. The consortium will design, develop, build, and operate a 1.5 gigawatt offshore wind farm off the coast of Normandy, representing the largest renewable energy project ever developed in France.

The project requires an overall investment of approximately EUR 4.5 billion, marking the largest investment made by TotalEnergies in France in the past 30 years. TotalEnergies will serve as the operator of the project, utilizing its expertise in offshore wind and management of large-scale marine energy projects.

Project Specifications and Timeline

The offshore wind farm will be located more than 40 kilometers off the coast of Normandy. Once operational, the facility will generate approximately 6 TWh per year and supply green electricity to the equivalent of over 1 million French households. The electricity will be sold at a competitive price of EUR 66/MWh, as established by the tender requirements. TotalEnergies plans to continue necessary studies to reach a final investment decision by early 2029.

Electricity production is expected to begin in 2033, aligning with RTE's grid connection schedule. As part of a strategic review of its investments, RWE has expressed its intention to exit the consortium, subject to French authorities' approval. TotalEnergies will pursue the project independently, assuming all consortium commitments, and will propose bringing a new partner into the project.

Economic Impact and Employment

The project is expected to generate significant economic benefits for the Normandy region. Up to 2,500 people will be employed during the three years of construction. TotalEnergies has committed to offering 500,000 hours of work to apprentices and individuals in professional reintegration. The company plans to engage the local economic ecosystem, which has already developed expertise in offshore wind through previous projects.

TotalEnergies has chosen to implement a European preference policy for major equipment, particularly wind turbines and electrical cables, benefiting European industry suppliers.

Regional Integration and Environmental Commitments

A dedicated TotalEnergies team based in Normandy will continue consultation work with local and regional stakeholders that began during the tender phase. The company will ensure proper integration of the project into the Normandy region, especially addressing coexistence with commercial fishing operations. TotalEnergies will implement crowdfunding financing, allowing residents and authorities in the Normandy region to invest in the project and directly contribute to their territory's energy transition.

The company will fund an EUR 10 million territorial fund to support initiatives in training, education, and culture in Normandy. For environmental measures, TotalEnergies will allocate EUR 45 million to initiatives aimed at avoiding, reducing, and offsetting the project's impacts, plus EUR 15 million to a biodiversity promotion fund in Normandy. The company has committed to making the project exemplary in recycling offshore wind farm components, with recycling, reuse, or repurposing rates of blades, towers, and nacelles equal to or greater than 95%, and 100% of generator magnets being recycled or reused.
