State-run power major SJVN Ltd has issued a Request for Selection (RfS) inviting bids from Wind Power Developers (WPDs) for the development of 600 MW of wind power capacity through ISTS-connected projects across India. The projects will be developed under the Tariff-Based Competitive Bidding mechanism on a Build-Own-Operate (BOO) basis.
Project Structure and Power Purchase Agreement
According to the RfS document, SJVN will enter into a 25-year Power Purchase Agreement with successful bidders. The agreement will be governed by the terms, conditions, and provisions outlined in the RfS and the finalized PPA. The electricity procured through these wind projects is provisioned to be sold to Punjab State Power Corporation Limited (PSPCL) or any other eligible buying entities, offering a secure offtake arrangement for the selected developers.

Bidding Requirements and Financial Details
The tender specifies detailed bidding parameters for interested developers. The minimum project size per bidder is set at 50 MW, while the maximum project size per bidder is capped at 300 MW. The total capacity under tender amounts to 600 MW. Financial requirements for participation include an RfS Document Fee of INR 29,500 (including GST) via NEFT/RTGS and a Bid Submission Fee of INR 15 lakh plus 18% GST.
The last date for online bid submission has been set for October 20, 2025. The RfS process is open to developers with the capacity and financial capability to set up wind power projects connected to the Inter-State Transmission System (ISTS).

This initiative aligns with SJVN's renewable energy expansion strategy, as the PSU aims to play a major role in helping India meet its 500 GW non-fossil fuel capacity target by 2030.
