Romania has concluded its second auction round for wind and solar power under the Contracts for Difference (CfD) support scheme, awarding over 2.75 GW of new renewable energy capacity. The auction results demonstrate significant progress in the country's renewable energy expansion efforts.
Solar Power Awards
On the solar side, 1.48 GW was awarded in the auction. A key winner was Rezolv Energy's Dama Solar project, which secured a planned capacity of 1.04 GW. Solar projects achieved notably competitive pricing, clearing at an average of €40.35/MWh.
Wind Power Results
For wind power, 1.26 GW was awarded out of the 2 GW available capacity, distributed across 23 projects. The most competitive bid came from the Dunărea East project, submitted by Midmar Callatis, a Romanian company controlled by UK-based Rezolv Energy. This project secured a CfD for 211 MW at a strike price of €65.17/MWh.
The second-largest winning project was the 179 MW Cerchezu wind farm, developed by Swedish firm OX2. The average winning price for wind power projects was €73.89/MWh, significantly higher than the solar average.
Contract Structure and Pricing
The CfD mechanism guarantees fixed prices for project developers over a 15-year period. This structure provides long-term price certainty for renewable energy investments. The pricing differential between wind and solar projects was substantial, with solar projects achieving prices nearly half those of wind projects.
Romania's Current Energy Landscape
As of the end of 2024, Romania had an installed power generation capacity of 22 GW. The country's energy mix shows a strong renewable component, with 74% being CO₂-free sources. This includes 31% hydro, 21% solar, 14% wind, 6% nuclear, and 1% biomass.
The remaining 26% consists of thermal sources, including 14% lignite, 6% natural gas, and 6% oil. Romania has established ambitious climate targets, setting a goal of reaching 38% renewable energy in final energy consumption by 2030. The country aims to achieve carbon neutrality between 2045 and 2050.
