The North Sea Transition Authority (NSTA) has granted development and production consent for the Jackdaw field, which lies off the coast of north-east Scotland. The announcement was made on 21 October 2026, when the regulator confirmed that the owners of the field, Adura, may now proceed with their project and produce gas from the field upon completion of development work.
The consent was granted by the oil and gas regulator following the Secretary of State's consideration of Adura's Environmental Statement and agreement to the grant of consent. NSTA Chief Executive Stuart Payne described the process as having involved robust scrutiny before the decision was reached.
Regulator's Rationale
In a statement issued alongside the consent decision, Stuart Payne said the project would support the UK's energy security by providing domestically produced gas. He also pointed to the generation of tax revenues and the safeguarding of supply chain jobs as benefits flowing from the development.
Payne further noted that the Jackdaw project would use existing infrastructure and that the field would have an emissions intensity well below the UK average. These factors formed the basis of the regulator's public case for allowing the development to move ahead.
"After robust scrutiny we have today granted consent for the Jackdaw Field development, which allows the owners to proceed with their project and produce gas from the field upon completion of development work," Payne said.
Next Steps for the Project
With the development and production consent in place, ownership of the field rests with Adura, which will now be able to proceed with development work leading to gas production. The NSTA statement confirmed that production will begin upon completion of that development work, though no timeline for completion or first gas was given in the announcement.
The consent decision represents the culmination of the regulatory process set out by the NSTA, in which the company's Environmental Statement was considered by the Secretary of State before the regulator agreed to grant consent.

Government Approval and Licensing
Alongside the Jackdaw announcement, the NSTA Chief Executive welcomed the government's approval, allowing the authority to consider a small number of new out-of-round licenses ahead of forthcoming legislation. Payne framed this as an opportunity for the regulator and industry to move forward at pace.
"Now is the time to move forward at pace, and we welcome the government's approval in allowing us permission to consider a small number of new out-of-round licenses ahead of forthcoming legislation," Payne said.
What Does Consent Mean
The granting of development and production consent is the regulatory step that allows the owners to proceed with their project. For Adura, the decision means development work on the Jackdaw field can go ahead, with gas production to follow upon completion of that work.
The NSTA's public framing of the decision emphasized domestic gas production, tax revenues, supply chain jobs, use of existing infrastructure, and an emissions intensity well below the UK average as the notable characteristics of the project.
No further details regarding investment figures, production volumes, field capacity, or development schedules were included by NSTA.
From the North Sea to the Mediterranean: Stay Ahead of Europe's Oil & Gas Pipeline
While Europe races to secure energy independence and pivot toward diversified hydrocarbon strategies, billions are flowing into upstream exploration, midstream infrastructure, and refinery modernization across the continent. Every delayed tender notice or missed contract award is a lost opportunity for your competitors to move in first.
How do you track a landscape of these fragmented, offshore wind-hybrid platforms in the North Sea, LNG terminals in the Baltics, and pipeline projects across Central Europe without drowning in scattered data sources? That's the gap the Global Project Tracking (GPT) platform by Blackridge Research was built to close.
It consolidates Europe's oil and gas project ecosystem into a single, continuously updated intelligence hub, giving your team the clarity to prioritize markets, time your bids, and engage the right decision-makers.
