Prime Minister Narendra Modi on October 25 inaugurated the Reserve Bank of India's newly established Data Center and Cybersecurity Training Institute in Bhubaneswar, Odisha. Describing the twin facilities as a major step towards a more secure financial system, the prime minister said the new institutions would strengthen the country's digital infrastructure and cybersecurity capabilities.
Invoking the blessings of Mahaprabhu Jagannath, Modi celebrated Bhubaneswar "giving a new institution to the new India." He congratulated the RBI and everyone involved in launching both facilities, affirming that "this will be very beneficial for the people of Odisha and the country."
Governance Redefined Around Last-Mile Delivery
Framing the inauguration as evidence of a fundamental shift in the nation's administrative approach, the prime minister said the event demonstrates how contemporary governance is anchored in prioritizing development, expanding its scale, and ensuring last-mile delivery. "Today's program is proof of how the approach to governance has changed in India," he noted.
Modi detailed a pro-People, proactive, good governance model focused on balanced regional growth, dignity for the poor, and ensuring no citizen is left behind. Among the markers he cited are expressways now connecting small towns, institutions like AIIMS expanding across numerous states, medical colleges being opened in smaller towns, Ayushman Arogya Mandirs established in villages, and digital connectivity reaching remote areas.
"Making the life of the citizen easier and giving new opportunities to their dreams is now the real purpose of governance," he asserted. To his government, development means the equitable progress of India, where opportunities reach villages and small towns alike.
From Exclusion to 24-Hour Banking
The prime minister traced the arc of financial inclusion, noting that although banks were nationalized in the 1960s and 1970s in the name of the poor, over half the population remained outside the banking ecosystem until 2014. At that time, he said, bank loans were a distant dream for the middle class and unthinkable for small farmers, the landless, and women.
"Today in India, digital banking has connected everyone to 24-hour banking services," Modi observed, adding that through digital banking, every family in the country has become a beneficiary. He highlighted the elimination of leakages in welfare delivery, explaining that every single rupee disbursed by the central government now reaches the beneficiary's account intact, a change he attributed to the nearly 600 million Jan Dhan accounts opened in the country.

Banking Security as National Security
Linking the new cybersecurity institute to broader national concerns, the prime minister warned that wars are no longer fought with weapons alone. "A nation can also be weakened by attacking its economy," he said, and as India grows economically stronger, it must protect its banking system from cyber looters and cyber terrorists.
Looking ahead, Modi characterized the past decade as one of taking banking to those who were deprived of it, while "the coming decade is about making banking more efficient and more reliable." The RBI's new facilities in Bhubaneswar, he said, will be central to strengthening the digital infrastructure and cybersecurity capabilities needed for that next phase.
Stay Ahead of India's Data Center Boom, Before the Ground Is Even Broken
Hyperscale expansions, colocation builds, and edge facility rollouts across India are moving faster than ever, and the winners are the ones who spot opportunities first. But tracking land acquisitions, power agreements, and construction milestones manually is a losing game.
