Micron Taps Bechtel for EPC Work on New York Semiconductor Megafab in the US

Micron Technology (semiconductor company) has selected Bechtel as its engineering, procurement, and construction partner for the first phase of a leading-edge memory manufacturing complex in Clay, New York, marking a significant escalation in the project's development and signaling the start of full-scale construction activity at the site.

A Project of Historic Scale

The facility, located at White Pine Commerce Park in Onondaga County, is planned to become the largest semiconductor manufacturing facility in the United States.

 

Micron broke ground on the first New York fab in January 2026, and the company said it has made strong progress since then, prompting the transition to this next phase of construction with Bechtel now mobilizing at the site immediately.

The project carries the distinction of being the largest private investment in New York state history. Over a 30-year horizon, it is projected to add approximately USD 16.7 billion per year in real economic output in the state and approximately USD 5.4 billion per year in personal income for New Yorkers. Micron and Bechtel announced the partnership on June 10, 2026.

 

Jobs and Economic Ripple Effects

The manufacturing complex is expected to generate 50,000 jobs in New York in total. That figure includes more than 4,500 construction jobs directly tied to the build-out of the facility.

 

At peak construction, the work is expected to support thousands of skilled craft professionals across a range of roles, including union trades, apprentices, local training program graduates, specialty contractors, suppliers, and construction professionals operating across the state.

Micron and Bechtel said they plan to conduct community outreach as they build out their project team and supply chain, with a stated goal of developing the local trade labor ecosystem and ensuring that state and local businesses and jobseekers are positioned to benefit from the construction activity. According to the companies, for every direct Micron hire, nearly six additional jobs would be created in the broader state economy.

Technical Complexity of Semiconductor Construction

Semiconductor fabrication facilities are among the most technically demanding industrial projects in the world, and the Clay complex is no exception. The construction work requires precision across cleanroom systems, ultra-high-purity process infrastructure, advanced electrical systems, vibration-sensitive foundations, and tightly controlled manufacturing environments.

 

To address those demands, Bechtel said it will deploy an integrated EPC delivery model that combines engineering, procurement, advanced digital-enabled construction technologies, modularization strategies, and sophisticated project controls. The company said this approach is designed to support schedule confidence, workforce coordination, and operational readiness throughout the build.

Executives Frame Project Around National Competitiveness

Manish Bhatia, executive vice president of global operations at Micron Technology, said the New York project will house the most advanced memory manufacturing in the world and described it as a cornerstone of America's leadership in what he called the AI era.

 

Bhatia pointed to the scale and complexity of the project as the reason a partnership was essential, specifically citing Bechtel's global capabilities, technical expertise, and workforce.

Craig Albert, Bechtel's president and chief operating officer, framed the project in terms of its broader industrial significance. Albert described it as part of the foundation of America's industrial future and said Bechtel is bringing its execution capabilities to deliver what he characterized as a foundation for long-term technology leadership and economic growth.

Micron's Position in U.S. Semiconductor Manufacturing

Micron identifies itself as the only U.S. manufacturer of memory, a distinction the company has repeatedly emphasized in the context of national semiconductor policy.

 

The New York complex is positioned as a direct contribution to efforts to expand domestic semiconductor manufacturing capacity and strengthen the resilience of America's technology supply chain, particularly as demand driven by artificial intelligence and compute-intensive applications continues to grow.

Bechtel, founded in 1898, describes itself as having completed more than 25,000 projects in 160 countries across all seven continents. The company operates across the energy, infrastructure, manufacturing and technology, mining and metals, and nuclear, security, and environmental markets. Its services span from initial planning and investment through start-up and operations.

The Clay facility, once completed, would represent a significant expansion of leading-edge memory production on U.S. soil, with Micron's DRAM and NAND products cited as critical components in data centers, artificial intelligence infrastructure, and a range of consumer and enterprise devices.
