Amkor Technology Korea, the South Korean unit of U.S. semiconductor packaging specialist Amkor Technology, will invest USD 2.25 billion in its Gwangju Plant through 2031 to build advanced packaging production lines for AI and high-performance computing (HPC).

The investment is USD 1.50 billion larger, and the hiring plan is more than 1,000 jobs bigger than originally planned, a signal that the Southwest Region semiconductor belt project pushed by the South Korean government has moved past the announcement stage into actual construction.

Groundbreaking Marks Shift from Plan to Execution

South Korea's Ministry of Trade, Industry, and Energy said on the 19th that a groundbreaking ceremony for the expansion of the Amkor Gwangju plant was held at the Gwangju Plant.

Attendees included Lee Min-woo, Director General of the Industrial Growth Office at the Ministry; Min Hyung-bae, Mayor of the Integrated Special City of Jeonnam-Gwangju; Amkor headquarters executives; and representatives of global customers.

Investment Triples from Original Vision

The expansion means Amkor's Gwangju investment plan, first unveiled at the June 30 "Southwest Region Advanced Industry Development Vision Public Report," has entered the execution phase. The planned investment, about USD 750.85 million at the time, has grown to USD 2.25 billion, and the hiring plan has expanded from around 1,000 to about 2,000 workers. The investment will be carried out from this year through 2031.

According to figures disclosed by Amkor Korea at the groundbreaking ceremony, the original plan called for USD 750.85 million in investment and about 1,000 jobs, while the expanded plan calls for USD 2.25 billion and about 2,000 jobs over the 2026 to 2031 period.

Four Buildings, Phased Production Schedule

The project will build four advanced packaging plant buildings for AI and high-performance computing products. Two buildings are scheduled for completion in the second half of 2027 and the remaining two in the first half of 2028, with mass production to follow in stages.

The new plants will handle advanced packaging products used in AI accelerators and HPC servers. The company said it moved up the investment timeline because demand is growing faster than expected.

Why Advanced Packaging Matters

Advanced packaging is a process that stacks or precisely connects different semiconductor chips to boost performance and power efficiency. As miniaturization technology, shrinking circuit line widths, approaches physical limits, and advanced packaging has emerged as a factor determining competitiveness in AI semiconductors.

A Ministry of Trade, Industry, and Energy official said, "As circuit miniaturization nears its limits, advanced packaging is rising as a core technology that decides AI semiconductor competitiveness."

Amkor's Global Footprint

Amkor Technology is a global packaging powerhouse that posted USD 6.76 billion in revenue last year. It operates more than 20 sites in eight countries worldwide. Its South Korean unit, Amkor Korea, employs about 8,400 people across three bases, Songdo, Bupyeong, and Gwangju, and generates more than USD 3.75 billion in revenue.

The investment is also significant in that a global company chose South Korea as the site for advanced packaging expansion amid competition among countries to attract overseas production bases.

Government Response

In his congratulatory remarks, Director General Lee said, "Today's groundbreaking is the first signal that Southwest Region semiconductor investment is moving from plans to the field and a decision made by a global company in trust of the future of South Korea and Gwangju."

He added, "With an advanced packaging plant that will determine semiconductor competitiveness in the AI era coming to Gwangju, we will help the semiconductor ecosystem take root in the Southwest Region." He also said relevant ministries and local governments will work together to resolve difficulties companies face during the investment process.

Competitive Context in the Global Packaging Market

The expansion is seen as a move by Amkor to secure production capacity preemptively in the global packaging market, where demand for AI servers and accelerators is surging. Advanced packaging has been led by Taiwan's TSMC and Taiwan- and China-based OSATs (outsourced semiconductor assembly and test providers), and some observers say Amkor can use its South Korean base as a forward outpost to speed up its race to win AI chip customers.

With major semiconductor-producing countries such as Taiwan, Japan, and the United States aggressively courting back-end process investment, the USD 2.25 billion expansion decision is expected to be a variable that raises the weight of South Korea's base in the coming reorganization of the global packaging supply chain.
