Meta Breaks Ground on $1.5 Billion AI-Optimized Data Center in El Paso, Texas
Meta announced on October 15, 2025, that it is breaking ground on a new AI-focused data center in El Paso, Texas, representing an investment of more than USD 1.5 billion for the initial phase. The facility, which can scale to 1GW, will be Meta's 29th data center and is designed to support the company's growing AI workloads as it works toward developing superintelligence.
Economic Impact and Job Creation
The data center will contribute significantly to El Paso's economic growth through substantial job creation. During the initial phase of construction, over 1,800 construction workers are anticipated to be on-site at peak activity. Once the initial phase's first facilities are completed, the data center will support approximately 100 operational jobs. Meta is collaborating with The Borderplex Alliance, the economic development agency representing El Paso, to bring the project to life.
This marks Meta's third data center in Texas, and together, these three facilities have supported thousands of jobs for skilled workers throughout the state. The company has invested over USD 10 billion in Texas and maintains more than 2,500 full-time employees across the state through its data centers, offices, and research lab operations.

Environmental Sustainability Initiatives
Meta has designed the El Paso data center with efficiency, flexibility, and sustainability as core principles. The data center buildings will achieve LEED Gold certification once operational, meeting high standards for energy efficiency, clean and renewable energy, water conservation, supply chain responsibility, and recycling. For water stewardship, Meta plans to use a closed-loop, liquid-cooled system that will use zero water for a majority of the year.
The company has set an ambitious goal to be water positive by 2030, meaning it will restore more water than it consumes. Specifically for El Paso, Meta will restore 200% of the water consumed by the data center to local watersheds. To achieve these water restoration goals, Meta has partnered with local organizations on community benefit projects. The company will collaborate with DigDeep to provide running water to El Paso communities in need and will work with the Texas Water Action Collaborative on water restoration projects in the area.
Regarding electricity usage, the El Paso data center's electricity consumption will be matched with 100% clean and renewable energy. Through an agreement with El Paso Electric, Meta has paid for new grid infrastructure required to connect the data center, including new transmission lines and substations.

Beyond the direct economic impact of construction and operations, Meta is implementing several community support initiatives in El Paso. The company is supporting local small businesses through its Community Accelerator program, which builds digital skills and demonstrates how to leverage AI tools, including Meta AI, to help businesses grow. Meta is also bringing its Community Action Grants program to El Paso next year as part of its commitment to playing a positive role in the long-term vitality of communities that host its data centers. The company emphasizes its collaboration with local partners to fulfill this community investment goal.
