Kazakhstan has signed preliminary agreements with Gaw Capital, Boosteroid, and Firebird to deploy 480 megawatts of computing capacity, with the potential to expand to 620 MW, as part of the second phase of the Data Center Valley project in the Pavlodar region, the government reported.
Government Reviews Project Progress
The progress of the project was discussed at a meeting chaired by Prime Minister Olzhas Bektenov. Participants reviewed reports on construction progress, efforts to scale up the project, and measures to attract investment.
The chairman of the management board of Kazakhtelecom JSC, Bagdat Musin, reported on developments. His presentation covered the status of the individual data centers planned for the site as well as the negotiations under way with prospective investors.
First Facility Moves Beyond Preparatory Stage
According to Musin, construction of the first data center, which has a capacity of 68 MW, has moved beyond the preparatory stage. Work now includes foundation works and the construction of infrastructure facilities and an administrative building. The facility is scheduled to be commissioned in the second quarter of 2027.

Second and Third Data Centers
Work is also underway on the second data center, Firebird AI, which has a capacity of 164 MW. Excavation works are currently 70% complete. The campus is also set to be expanded in phases, with additional computing capacity and energy infrastructure. Completion and launch of the facility are scheduled for the third quarter of 2027.
A third data center with a capacity of 72 MW is also planned, with commissioning scheduled for the fourth quarter of 2027.
Talks on Additional Capacity
In addition to the preliminary agreements with Gaw Capital, Boosteroid, and Firebird, negotiations are under way with Aleria, Energy Capital Global, and China Energy on securing an additional 240 MW of capacity. That figure has the potential to increase to 420 MW.
Long-Term Capacity Target
The total capacity of the Data Center Valley is planned to reach 1 gigawatt by 2029. The preliminary agreements announced for the second phase, combined with the ongoing negotiations with additional parties, form part of the effort to scale up the project toward that target.
The government's report did not provide further details on the terms of the preliminary agreements with Gaw Capital, Boosteroid, and Firebird. The Data Center Valley is located in the Pavlodar region, and Kazakhtelecom JSC is the company whose management board chairman delivered the progress report to the prime minister's meeting.
