HPCL Invites EPC Bid for 300 MW Solar Projects in India

Hindustan Petroleum Corporation Limited (HPCL), through its subsidiary HPCL Renewable and Green Energy (HPRGEL), has issued a tender inviting bids for 300 MW of interstate transmission system (ISTS)-connected solar power projects across seven states. The tender pertains to the engineering, procurement, and construction (EPC) package of solar power projects in India

The projects will be implemented in Gujarat, Rajasthan, Maharashtra, Karnataka, Andhra Pradesh, Madhya Pradesh, and Tamil Nadu. The projects are expected to be commissioned within 15 months of receiving the work order. The last day to submit the bids is May 30, 2024, and the bids will be opened on the same day. 

 

Breakdown of the Tender

 

  • Earnest Money Deposit : USD 105 million
  • Date of Submission of Bids: 30/5/24
  • Expected Commisssioning: 15 months 
  • Annual turn over of Bidders: USD 74.25 million

 

Along with the earnest money deposit, bidders must also submit 5% of the operation and maintenance (O&M) contract value as a bank guarantee.

The HPCL tender also mentioned that solar modules registered in the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy must be used in the projects. This ensures the quality and reliability of the solar modules used in the projects.


 

This move by HPCL follows its recent Request for Proposal (RFP) seeking EPC services for a 78 MW renewable power project in India. The hybrid project is slated to provide uninterrupted power supply to the Mumbai refinery, ensuring at least 50% of the energy supplied, equivalent to 686 MU, is green.

 


Scope of the Project

The scope of the work involves identifying and transferring land leases to HPRGEL and organizing grid connectivity at the ISTS substation. The eligibility criteria mentioned in the HPCL tender require the bidders to have carried out O&M for a solar project of a minimum of 25 MW at a single location for at least one year from the commissioning date.
