Fluence Energy, Inc. and Torch Clean Energy announced on October 15, 2025, a partnership to develop the Winchester project, a solar-plus-storage facility in Cochise County, Arizona. The project will utilize Fluence's advanced Gridstack Pro 5000 energy storage solution, with delivery expected in early 2027.

Project Specifications and Capacity

The Winchester project will deliver a total of 160 MW / 640 MWh of energy storage capacity across two identical systems. The facility will be located alongside two 80 MW solar arrays, creating a comprehensive solar-plus-storage operation. Once operational, the project will support grid balancing and forecasted load growth for the region. The energy storage system will support economic development and local infrastructure investment in Cochise County, Arizona. The facility is designed to address peak demand services for the Arizona electric grid while contributing to regional grid stability.

Domestic Manufacturing and Tax Benefits

The Gridstack Pro 5000 solution will include domestically manufactured enclosures, inverters, and thermal management systems. This domestic manufacturing component will enable the full solar-plus-storage facility to qualify for domestic content tax credits. The project aims to support U.S. manufacturing and American energy security through its use of domestically produced components.

The domestic content qualification is a significant aspect of the project's design and implementation strategy, enabling the facility to utilize available federal tax incentives while supporting American manufacturing capabilities.
