Eni CCUS Holding, the joint venture owned by Eni and Global Infrastructure Partners (GIP), part of BlackRock, announced on 8 October 2026 that the Liverpool Bay CCS project has completed the installation of the new Douglas CCS platform in Liverpool Bay.

The facility is described as the first purpose-built offshore platform in the world dedicated to carbon capture and storage for industrial decarbonisation, and its installation marks a major step in the delivery of the CO₂ transportation and storage (T&S) project that serves as the backbone of the HyNet industrial decarbonisation cluster in the United Kingdom.

An offshore hub for industrial emissions

The Douglas CCS platform is designed to operate as the offshore hub of the Liverpool Bay T&S system. It will receive CO₂ captured from industrial facilities across Northwest England and North Wales before distributing it through a network of existing offshore pipelines.

Those pipelines will be repurposed for CO₂ transport to depleted natural gas reservoirs, where the gas will be permanently stored.

The combination of purpose-built and repurposed infrastructure is a defining feature of Liverpool Bay CCS, according to the company. The approach enables the project to draw efficiently on existing offshore assets as well as on the extensive knowledge of the depleted reservoirs in the area.

Delivered in under 18 months

The platform was delivered in less than 18 months from contract award, following an accelerated programme that integrated engineering, procurement, construction, and commissioning.

The new facility comprises topside facilities weighing 1,885 tonnes, a supporting jacket structure of 1,755 tonnes, and eight foundation piles with a combined weight of 730 tonnes that secure the structure to the seabed.

A network roughly halfway built

The installation of Douglas CCS forms part of a wider construction programme progressing across the entire Liverpool Bay CCS network, which is now approximately 50% complete. Around 60% of the overall project expenditure is being delivered through UK-based supply chains.

The project is supporting more than 2,000 jobs during construction and approximately 200 to 300 long-term roles over more than 25 years of operation.

Part of a broader CCS strategy

Liverpool Bay CCS forms part of Eni CCUS Holding's portfolio of CCS initiatives and represents a key project in the company's strategy to develop CO₂ transportation and storage infrastructure to support industrial decarbonisation at scale.

In its announcement, Eni characterised CCS as a mature and safe technological process and one of the key levers for the energy transition, describing it as currently the most efficient and effective tool for decarbonisation to support hard-to-abate industries in reducing their emissions.

Stay Ahead of the United Kingdom's Carbon Capture Build-Out Before the Contracts Are Signed

The United Kingdom's CCUS pipeline is expanding faster than most market observers can track, from storage hubs to industrial cluster decarbonization projects. The question is, will you identify the next major capture project before your competitors do?

The Global Project Tracking (GPT) platform by Blackridge Research gives you a live, structured view of every carbon capture, utilization, and storage development across the United Kingdom, from early feasibility studies through to final investment decisions and commissioning.

Whether you supply capture technology, transport infrastructure, storage services, or engineering expertise, early visibility into the project funnel is what separates winners from spectators.
