A consortium led by EDF power solutions, Al Khadra Partners, and OQ Alternative Energy has reached financial close on the 120-megawatt Jaalan Bani Bu Ali Wind Independent Power Project in the Sultanate of Oman, the partners announced on August 11, 2026.
The project, located in the South Al Sharqiyah Governorate approximately 440 kilometers from the Port of Duqm, is expected to begin commercial operations in the third quarter of 2027.
Project Structure and Scale
The Jaalan Bani Bu Ali wind farm, commonly referred to as the JBB Wind Project, will comprise 16 wind turbines, each with a generation capacity of 7.7 megawatts.
The project follows the execution of a 20-year Power Purchase Agreement with Nama Power and Water Procurement Company, known as Nama PWP, and is described by the partners as one of Oman's largest onshore wind farms.
Once operational, the facility is expected to generate sufficient renewable electricity to supply more than 13,500 Omani households annually and avoid over 270,000 tonnes of carbon dioxide emissions each year.
The project partners have indicated it will also contribute to local economic development through job creation, skills transfer, and commercial opportunities for Omani businesses during both the construction and operational phases.
A First for EDF Power Solutions in Oman
For EDF power solutions, the JBB Wind Project represents the company's first wind transaction in the Sultanate. Luc Koechlin, CEO Middle East of EDF power solutions, said the financial close demonstrated lender confidence in both the project and Oman's broader renewable energy market.
"This project marks EDF power solutions' inaugural wind transaction in Oman, further strengthening our commitment to supporting the Sultanate's energy transition through the development of competitive and low-carbon energy solutions," Koechlin said.

Partners Highlight National Significance
Al Khadra Partners, part of the Hind Bahwan Group, joined the consortium as a strategic partner with deep roots in Oman's energy development landscape. Sheikha Hind Bahwan, Chairperson of Al Khadra Partners, noted that the Hind Bahwan Group is currently developing more than three gigawatts of power projects across the Sultanate.
"This achievement reflects the strength of our partnership and our confidence in Oman's vision for a sustainable, diversified energy future," she said.
OQ Alternative Energy, identified as Oman's National Champion for Renewable Energy, also emphasized the project's role in a broader transformation of the country's energy system. Salim Said Al Kamyani, CEO of OQ Alternative Energy, described the JBB Wind Project as an investment in Oman's long-term economic resilience.
"JBB represents more than 120 MW of new renewable capacity; it is part of a wider transformation of the Sultanate's energy system," Al Kamyani said, adding that the project creates opportunities to build local capabilities, strengthen Omani supply chains, and generate what he referred to as lasting In-Country Value.
Alignment with Oman's National Energy Targets
The project is positioned as a direct contributor to two of Oman's overarching national policy frameworks. The first is Oman Vision 2040, the government's long-term economic and social development blueprint.
The second is the Sultanate's stated objective of increasing the share of renewable energy in the national electricity mix to at least 30 percent by 2030, alongside its Net Zero 2050 ambitions.
The three partners collectively described the financial close as a milestone not only for the consortium but for Oman's renewable energy sector more broadly. Al Kamyani framed the achievement as evidence that Oman is making tangible progress in converting its energy ambitions into operational projects.
Construction and Timeline
With financial close now secured and a 20-year power purchase agreement in place with Nama PWP, construction is set to proceed with a target commercial operation date in the third quarter of 2027. The wind farm's 16 turbines, each rated at 7.7 megawatts, will together deliver the project's total 120-megawatt nameplate capacity.
The South Al Sharqiyah Governorate site places the wind farm in a region geographically removed from Oman's main population centers, situated roughly 440 kilometers from the Port of Duqm on the country's southeastern coast. No further details regarding turbine suppliers, engineering contractors or lender identities were disclosed in the announcement.
