The Cabinet Committee on Economic Affairs, chaired by Prime Minister Shri Narendra Modi, has approved the construction of a 4-lane greenfield access-controlled Mokama-Munger section of the Buxar-Bhagalpur High-Speed Corridor in Bihar. The project will be implemented on Hybrid Annuity Mode (HAM) with a total project length of 82.4 km and a total capital cost of INR 4,447.38 crore.

Project Scope and Connectivity

The Mokama-Munger section will pass through or provide connectivity to critical regional cities, including Mokama, Barahiya, Lakhisarai, Jamalpur, and Munger, connecting to Bhagalpur. The 4-lane access-controlled corridor will feature close tolling and support average vehicular speeds of 80 km/h with a design speed of 100 km/h. The new highway infrastructure will reduce the overall travel time to approximately 1.5 hours while offering safer, faster, and uninterrupted connectivity for both passenger and freight vehicles.

Industrial Development in Eastern Bihar

The Munger-Jamalpur-Bhagalpur belt in Eastern Bihar is emerging as a key industrial region with diverse manufacturing and processing capabilities. The area focuses on ordinance factory operations, including an existing gun factory and one more proposed facility as part of the Ordnance Factory Corridor by the Ministry of Defence. Jamalpur houses a locomotive workshop, while Munger has established itself in food processing, with companies like ITC operating in the area.

The region also serves as a hub for logistics and warehousing operations supporting these industrial activities. Bhagalpur stands out as a textile and logistics hub, particularly known for Bhagalpuri silk production. The city has developed a comprehensive textile ecosystem that contributes to the regional economy. Barahiya is emerging as a specialized region for food packaging, processing, and agro-warehousing operations, adding to the diverse industrial landscape of Eastern Bihar.

Economic Impact and Employment Generation

The increased economic activity in the region is expected to drive up freight movement and traffic on the Mokama-Munger section in the future. The strategic location and improved connectivity are anticipated further to boost industrial and commercial activities along the corridor. The proposed 82.40 km project will generate substantial employment opportunities during its construction phase.

Direct employment is estimated at about 14.83 lakh man-days, while indirect employment will account for approximately 18.46 lakh man-days. Beyond the construction phase, the project will induce additional employment opportunities due to increased economic activity in the vicinity of the proposed corridor. The improved connectivity is expected to attract more businesses and industrial investments to the region.

Implementation Details

The project will be executed under the Hybrid Annuity Mode (HAM), a public-private partnership model that combines government funding with private sector efficiency.
