The Public Spaces, Airports & Health (PAH) business vertical of Larsen & Toubro has secured a Limited Notice to Proceed (LNTP) from the PPP consortium developing the New Tashkent International Airport in Uzbekistan, the company announced on 19 October 2026.

Initial Activities Underway Under LNTP

The LNTP has been issued following the execution of an engineering, procurement and construction (EPC) contract awarded to L&T earlier for the construction of the passenger terminal and associated landside infrastructure of the greenfield airport.

Pursuant to the LNTP, L&T has commenced initial engineering, detailed design, planning, procurement preparation, and other related pre-construction activities for the project.

The full Notice to Proceed (NTP) is expected to be issued by the consortium upon fulfilment of the agreed contractual conditions precedent, after which construction activities at the site will commence.

Scope of Work and Passenger Capacity

The passenger terminal and associated landside facilities to be undertaken by L&T are designed to cater to approximately 17 million passengers annually. L&T's scope of work includes site grading, road infrastructure, structural works, architectural finishes, MEP services, utilities and the installation of advanced airport systems.

The project has been classified by L&T as Ultra-Mega, a category the company applies to orders valued above USD 1.58 billion under its order classification framework.
