SECI Invites Tender For 2 GW Of ISTS Connected Wind Solar Hybrid Projects

SECI (Solar Energy Corporation of India Limited) has invited bids to develop 2000 MW of wind-solar hybrid projects in India on a Build-Own-Operate basis which will be connected to the Interstate Transmission Systems (ISTS). The cost of the bidding documents is USD 354 and the bid processing fee for projects with a capacity of 50-99 MW is USD 6012. The processing fee for projects of 100 MW and above is USD 18,038. In addition, the bidders must furnish an Early Money Deposit of USD 11,159. The last day to submit the bids is December 6, 2023. 

 

 

The project must be commissioned within 24 months from the power purchase agreement (PPA) date. SECI will enter into a Power Purchase Agreement (PPA) with the successful bidders for 25 years. Bidders should have at least  USD 79,971/MW of the quoted capacity. 

 

Power procured by SECI from the projects has been provisioned to be sold to different buying entities in India. SECI will update the details of the buying entities at a later date. The hybrid power developer will be responsible for the Identification of land, installation, and ownership of the project, along with obtaining connectivity and necessary approvals and interconnection with the ISTS network. The declared annual capacity utilization factor should not be less than 30%.  

 

At the end of the selections, a Letter of Award will be issued to successful bidders for each project. Earlier SECI issued invited bids for  1 GW Solar projects across India which will also be connected with the ISTS.

ISTS or an Inter State Transmission System refers to the transport of electricity generated from any kind of energy source, across state boundaries through grid transmission lines.n This will allow the transmission of excess energy from different states to states which has higher demand for electricity but lack access to energy sources. Through government waivers, ISTS systems are cost-effective.  By signing for ISTS companies can reduce energy costs by 20-50% annually. In addition, companies can access Renewable Energy Certificates provided by the Central Electricity Regulatory Commission  (CERC).
