ENDECGROUP moves forward with a massive hyperscale data center project in Tarlac, called the Narra Technology Park, which is set to become the country’s largest data center facility, with a planned capacity of 300 megawatts (MW). The development will strengthen the Philippines’ position in Southeast Asia’s growing hyperscale and cloud infrastructure market.
Major Data Center Investment in New Clark City
ENDECGROUP and Narra Technology Park Development Inc. signed a lease agreement with the provincial government of Tarlac for a 47-hectare site inside New Clark City.
The upcoming technology park will host a large-scale hyperscale data center campus designed for global cloud providers, enterprise IT companies, and digital infrastructure operators. The company plans to invest around USD 2.7 billion in the development.
Narra Technology Park Overview
Each 100 MW phase will involve an investment of USD 890 million. The project aims to attract international technology companies and hyperscale operators looking to expand in Southeast Asia.
The company selected New Clark City due to its available land, strategic location, and long-term development plans. The location offers several advantages, including large land parcels for future expansion, close proximity to Metro Manila, easy access to the Clark Freeport Zone and Clark International Airport, and a well-planned, smart-city environment.
The project will be located within the Clark Science City district of New Clark City, one of the flagship developments of the Bases Conversion and Development Authority. New Clark City spans around 9,450 hectares.

STT Fairvew Data Center
STT Fairview campus is located at Regalado Avenue, Fairview, Quezon City, spanning 83,000 square meters of Gross Floor Area (GFA) across four buildings, with a total IT load capacity of 124 MW upon full build-out.
The STT GDC Philippines project is a joint venture between Globe, ST Telemedia Global Data Centers, and Ayala Corporation, with two data centers built in the Manila area.
The upcoming facility is operated according to a benchmark consistent with international standards for operational excellence, energy efficiency, and security, pairing local expertise with the company’s global strengths. The facility is built with a high-power density of up to 12 kW per rack. The data centers are in line with the tier standard and are accredited as TIA-942 Rated-3 Uptime Institute Tier III (Design).

The PLDT Cavite Data Center, developed by PLDT Inc. and VITRO in General Trias, has confirmed plans for an upcoming facility and is expected to begin construction in 2026, targeting an initial capacity of up to 100 MW and future expansion of up to 500 MW, with completion planned by 2028. The General Trias data center remains in the planning and development stage.
20 MW Initial Rollout Planned for Cavite Campus
The facility will be developed in phases, beginning with a 20 MW rollout, with additional capacity added over time as per market demand and business requirements.

The data center is designed and operated to meet TIA-942 Certification Rated-3, which covers telecommunications infrastructure and other aspects of a mission-critical data center, including site location, architectural and physical building structure, electrical and mechanical infrastructure, fire safety, and physical security.
STT Cavite 2 will include ready network connections to STT Makati, one of the most interconnected data centers in the Philippines, providing STT Cavite 2 customers with immediate access to a rich selection of local and international network service providers, internet exchanges, and submarine cable systems.
