Narra Technology Park to Build Philippines’ Largest Hyperscale Data Center in Tarlac

ENDECGROUP moves forward with a massive hyperscale data center project in Tarlac, called the Narra Technology Park, which is set to become the country’s largest data center facility, with a planned capacity of 300 megawatts (MW). The development will strengthen the Philippines’ position in Southeast Asia’s growing hyperscale and cloud infrastructure market.

Major Data Center Investment in New Clark City

ENDECGROUP and Narra Technology Park Development Inc. signed a lease agreement with the provincial government of Tarlac for a 47-hectare site inside New Clark City.

The upcoming technology park will host a large-scale hyperscale data center campus designed for global cloud providers, enterprise IT companies, and digital infrastructure operators. The company plans to invest around USD 2.7 billion in the development.

Narra Technology Park Overview

Each 100 MW phase will involve an investment of USD 890 million. The project aims to attract international technology companies and hyperscale operators looking to expand in Southeast Asia.

The company selected New Clark City due to its available land, strategic location, and long-term development plans. The location offers several advantages, including large land parcels for future expansion, close proximity to Metro Manila, easy access to the Clark Freeport Zone and Clark International Airport, and a well-planned, smart-city environment.

The project will be located within the Clark Science City district of New Clark City, one of the flagship developments of the Bases Conversion and Development Authority. New Clark City spans around 9,450 hectares.

Job Creation and Economic Impact

The Narra Technology Park is also expected to generate significant economic opportunities for local communities. According to project officials, the development could create more than 1,500 direct jobs across IT operations, data center maintenance, cybersecurity, technical support services, and infrastructure management.

STT Fairvew Data Center

STT Fairview campus is located at Regalado Avenue, Fairview, Quezon City, spanning 83,000 square meters of Gross Floor Area (GFA) across four buildings, with a total IT load capacity of 124 MW upon full build-out.

The STT GDC Philippines project is a joint venture between Globe, ST Telemedia Global Data Centers, and Ayala Corporation, with two data centers built in the Manila area.

The upcoming facility is operated according to a benchmark consistent with international standards for operational excellence, energy efficiency, and security, pairing local expertise with the company’s global strengths. The facility is built with a high-power density of up to 12 kW per rack. The data centers are in line with the tier standard and are accredited as TIA-942 Rated-3 Uptime Institute Tier III (Design).

STT Fairview 1 Data Center

STT Fairview 1 is the first of four buildings in the STT Fairview data center campus, which is located in Metro Manila and designed to cater to both hyperscalers and enterprises. As the largest and most interconnected carrier-neutral data center in the Philippines, the facility will incorporate a range of sustainable features, including embodied carbon reductions, liquid-cooling readiness, and AI readiness, built to global industry standards for IT Load (MW) 28.

The facility will offer 24,918 sqm of gross floor area, carrier-neutral connectivity, a cooling system designed for a PUE of less than 1.4, and 28 MW of IT load capacity, as part of a larger 128 MW campus.

Additional STT Fairview Facilities Under Development

The other 3 upcoming facilities, STT Fairview 2, STT Fairview 3, and STT Fairview 4, are in development, and each will deliver 32 MW of IT Load. Currently they are under development stage.

PLDT Cavite Data Center

The PLDT Cavite Data Center, developed by PLDT Inc. and VITRO in General Trias, has confirmed plans for an upcoming facility and is expected to begin construction in 2026, targeting an initial capacity of up to 100 MW and future expansion of up to 500 MW, with completion planned by 2028. The General Trias data center remains in the planning and development stage.

20 MW Initial Rollout Planned for Cavite Campus

The facility will be developed in phases, beginning with a 20 MW rollout, with additional capacity added over time as per market demand and business requirements.

The above development is in line with PLDT's plans for a new data center campus in Cavite, Philippines, considered a developing industrial and technology corridor south of Metro Manila. PLDT Inc. started this project following the launch of its new VITRO Sta. Rosa data center in Laguna.  

STT Cavite 2 Data Center

STT Cavite 2 data center campus is located in General Trias, Calabarzon, in the south of the Philippines’ capital, with a capacity to deliver 6 MW of IT load. This data center is designed to scale and support companies’ growth in the emerging business district and will be launched soon.

STT Cavite 2 data center is sited in a business park with ready power and network infrastructure. It will be a two-story building with a gross floor area of over 4,500 square meters and deliver up to 6 MW of total IT capacity.

STT Cavite 2 Expands Interconnection Ecosystem

The data center is designed and operated to meet TIA-942 Certification Rated-3, which covers telecommunications infrastructure and other aspects of a mission-critical data center, including site location, architectural and physical building structure, electrical and mechanical infrastructure, fire safety, and physical security.

STT Cavite 2 will include ready network connections to STT Makati, one of the most interconnected data centers in the Philippines, providing STT Cavite 2 customers with immediate access to a rich selection of local and international network service providers, internet exchanges, and submarine cable systems.

With this project, ST Telemedia Global Data Centers Philippines (STT GDC) is expanding its presence with a second facility after STT Fairview.  

ML1 Laguna Data Center

The ML1 Data Center Project in Binan City, Laguna, is a carrier-neutral, hyperscale-ready data center campus that will start with 6 MW of IT load capacity and expand up to 36 MW. The facility is developed by a joint venture between AyalaLand Logistics Holdings Corp. and FLOW Digital Infrastructure and serves cloud providers, enterprises, AI companies, and digital service businesses.

Government Incentives Support ML1 Development

The upcoming Laguna data center project is supported by government investment incentives and private-sector participation through the Board of Investments and the Department of Trade and Industry. The facility received a Green Lane Certificate from the Board of Investments (BOI) of the Philippines, which helps expedite approvals and supports strategic digital infrastructure investments.

The campus is planned as a multi-building development and is expected to expand in phases as demand for AI-ready infrastructure increases. The facility is expected to meet the demand from hyperscale cloud companies, financial institutions, e-commerce platforms, enterprise IT providers, and AI and machine learning applications.
