On Tuesday, September 23, 2025, OpenAI, Oracle, and SoftBank announced five new U.S. AI Data Center sites as part of the Stargate AI infrastructure project. The combined capacity of these five new sites, including Abilene, Texas, and ongoing projects with CoreWeave, will reach nearly 7 gigawatts of IT load and exceed USD 400 billion in investment over the next three years.
As a result, the project can achieve its full USD 500 billion, 10-gigawatt capacity commitment announced in January by the end of 2025, ahead of schedule.
The selection of these five new sites was made through a rigorous nationwide process launched in January. OpenAI, Oracle, and SoftBank reviewed over 300 proposals from more than 30 states.
It marks the early stage selection, with additional U.S. sites to follow, as the project nears completion and exceeds the initial commitment to invest USD 500 billion in U.S. AI Infrastructure.
The three new sites located in Shackelford County, Texas; Doña Ana County, New Mexico; and a site in the Midwest, which we expect to announce soon, combined with an additional potential expansion of 600 megawatts near the flagship Stargate site in Abilene, Texas, can deliver up to 5.5 gigawatts of capacity.
Together, these sites are expected to create over 25,000 on-site jobs and tens of thousands of additional jobs nationwide.
The other two sites are located in Lordstown, Ohio, and in Milam County, Texas. These are to be developed by a partnership between SoftBank and OpenAI, scaling up to 1.5 gigawatts over the next 18 months.
The first site, located in Lordstown, Ohio, is on track to be operational by next year, as SoftBank has started work on an advanced data center design.
