Europe's wind power market continued to expand in 2025, with 19.1 GW of new capacity installed, bringing cumulative wind power capacity to 304 GW, including 265 GW onshore and 39 GW offshore. The market gained further momentum in H1 2026, adding 8.8 GW and taking total installed capacity beyond 311 GW.
Wind power supplied approximately 19% of EU-27 electricity demand in 2025, reaching 465 TWh of generation. While mature markets continue to drive deployment, growth is increasingly supported by offshore wind, repowering, larger turbines, and renewable energy targets. At the same time, grid constraints, permitting delays, and financing costs remain key challenges for market development.
Market Overview
The European wind energy market is expanding rapidly, driven by energy security, decarbonization targets, rising electricity demand, and reduced dependence on imported fossil fuels. Growth is increasingly supported by offshore wind, larger turbines, repowering of aging assets, and technological advancements.
The growing share of variable wind generation is also encouraging integration with BESS, green hydrogen, grid-flexibility solutions, and digital technologies. However, grid constraints, permitting delays, high financing costs, and supply chain challenges remain key barriers. Despite these challenges, strong policy support and continued renewable energy investment are expected to sustain long-term market growth.
Drivers
Energy Security & Reduced Fossil-Fuel Dependence
Europe's reliance on imported fossil fuels and exposure to volatile global energy prices are accelerating the shift toward domestically produced wind power. Wind energy provides a local electricity source that strengthens energy security and reduces exposure to fossil-fuel price volatility.
In March 2026, Germany announced plans to add an additional 12 GW of onshore wind capacity by 2030, while the UK moved to fast-track offshore wind development, reflecting the growing role of wind power in strengthening energy security amid geopolitical and energy-market disruptions.
Europe's extensive offshore wind energy potential, favorable offshore wind resources, and large-scale project development are creating a major growth opportunity. Floating offshore wind is also emerging as a longer-term opportunity by enabling development in deeper waters.
Restraints
More than 500 GW of wind projects are currently awaiting grid connections across Europe, reflecting limited transmission capacity, inefficient connection-allocation systems, and lengthy grid-upgrade timelines. These constraints are delaying project commissioning and increasing development costs.
In Germany, grid-connection delays have affected up to 6 GW of offshore wind projects, with some projects facing commissioning delays of up to two years, highlighting the impact of insufficient grid infrastructure on wind farm deployment.
These infrastructure constraints are further compounded by a growing shortage of skilled workers, as the rapid expansion of the wind industry increases demand for engineers, technicians, vessel crews, electrical specialists, and commissioning personnel.
Limited availability of skilled labor can increase project costs and cause delays across construction, installation, and maintenance activities. The EU Wind Power Action Plan also identifies skills development as a key priority for supporting the continued expansion of Europe's wind industry.
Market Opportunity
Growing electrification across industry, transport, heating, and data centers is increasing demand for clean energy and creating new opportunities for wind developers through corporate PPAs, direct power procurement, and long-term renewable energy contracts.
At the same time, rising wind deployment is stimulating investment across the broader value chain, including turbines, components, subsea cables, foundations, ports, installation vessels, and grid equipment, enabling European manufacturers and specialized suppliers to expand production capacity and strengthen domestic supply chains.
Segment Analysis
The European wind power market is segmented into two primary segments: onshore wind and offshore wind, based on the location of wind turbine installations.
1. Onshore Wind
Onshore wind is the dominant segment, accounting for approximately 265 GW of Europe's total installed wind capacity at the end of 2025. Europe added approximately 17.2 GW of onshore capacity in 2025 , representing around 90% of total new wind installations during the year.
2. Offshore Wind
Offshore wind accounted for approximately 39 GW of Europe's installed wind capacity at the end of 2025. The segment added approximately 2.0 GW of new capacity in 2025 , with offshore wind continuing to expand through large-scale projects across Europe's coastal markets.
Regional Analysis
1. Western Europe
Western Europe remains the largest and most mature regional wind market by installed capacity, led by Germany, the UK, France, the Netherlands, Belgium, Austria, and Ireland. Germany had Europe's largest wind fleet at 77.7 GW at the end of 2025 and added 5.7 GW during the year.
The UK followed with 32.9 GW, including 17.0 GW of offshore capacity, while France reached 26.4 GW. The region is expected to remain a major growth center, supported by Germany's repowering activity and the UK's and France's expanding offshore wind pipelines.
2. Northern Europe
Northern Europe, comprising Denmark, Sweden, Finland, and Norway, is characterized by high wind penetration and strong renewable-energy integration. Sweden had approximately 18.5 GW of installed capacity at the end of 2025, followed by Finland at 9.5 GW, Denmark at 7.5 GW, and Norway at 5.2 GW.
Denmark recorded Europe's highest wind contribution to electricity demand at approximately 50%, while Sweden and Finland reached 30% and 25%, respectively. Continued onshore development, repowering, and offshore wind expansion will support regional growth.
3. Southern Europe
Southern Europe is led by Spain, Italy, Greece, and Portugal, with Spain representing the region's largest wind market at approximately 33.2 GW at the end of 2025. Italy, Portugal, and Greece had approximately 13.5 GW, 6.0 GW, and 5.7 GW, respectively.
Spain added 1.6 GW in 2025, while Italy and Greece added 579 MW and 340 MW. Strong wind resources and growing renewable deployment support the region, although grid congestion, permitting delays, and electricity-price cannibalization remain key constraints.
4. Central & Eastern Europe
Central and Eastern Europe is emerging as an important growth market, supported by energy-security priorities, renewable targets, and increasing offshore development, particularly in the Baltic Sea.
Poland is the regional leader, with approximately 11.2 GW of installed wind capacity at the end of 2025, while Romania reached 3.5 GW and Lithuania approximately 2.5 GW. Poland's growing offshore pipeline and Lithuania's rapid capacity expansion are expected to drive further regional growth through 2030.
5. Rest of Europe
The rest of Europe includes Türkiye, Ukraine, the Western Balkans, Switzerland, Moldova, and Iceland, with Türkiye representing the largest market. Türkiye reached approximately 15.9 GW of installed wind capacity at the end of 2025 and added 2.1 GW during the year, making it the second-largest European market by new wind capacity additions in 2025, after Germany.
Ukraine and the Western Balkan markets are also developing wind capacity, supported by energy-security needs and new competitive procurement mechanisms, although geopolitical risks and limited grid infrastructure remain significant challenges.
Trends and Developments
Shift Toward Revenue-Stabilising CfDs: Rising project and financing costs are driving European governments toward two-sided Contracts for Difference (CfDs), reducing revenue uncertainty, improving project bankability, and supporting offshore wind investment.
Repowering of Aging Wind Farms: With 26 GW of onshore capacity already exceeding 20 years and more than 57 GW expected to reach this stage by 2030, repowering is becoming a key growth opportunity. Replacing older onshore turbines with larger, more efficient models increases electricity generation while leveraging existing infrastructure and grid connections.
Expansion of Cross-Border Offshore Wind Networks: Europe is increasingly integrating offshore wind through energy islands, hybrid interconnectors, and coordinated offshore grids, enabling countries to share generation and transmission infrastructure and improve offshore wind integration.
