Project Background

The Transwest Express Transmission Project is a major electrical transmission project in USA designed to deliver renewable energy from the southwestern United States to the western grid.

The Transwest Express Transmission Project has a core objective: addressing the escalating need for expanded electrical transmission capacity. This capacity is vital for the efficient transport of clean and renewable energy resources, with a particular emphasis on wind and solar power. The project aims to facilitate the transmission of this energy from Wyoming to the Desert Southwest and adjacent areas.

Timeline

The Arizona Public Service Company, Wyoming Wind Infrastructure Authority, and National Grid were the first organizations to take on the task of developing the Transwest Express Transmission Project. In order to achieve control over the development rights of the project, Anschutz Corporation established TransWest Express in the year 2008. 

In 2009, the project's detailed architectural blueprint was presented to the United States Bureau of Land Management for approval. 

The following year, the Western Area Power Administration and the Bureau of Land Management (BLM) were assigned the task of preparing the environmental impact statement for the project.

In 2011, several government agencies in the United States, such as the White House Council, the Department of the Interior, and the Department of Energy designated this project as a vital piece of the country's transmission infrastructure.

A memorandum of understanding (MoU) regarding the interregional transmission proposal was issued in 2015 involving the heads of state of Utah, Wyoming, Nevada, and California. 

In 2017, the presentation of the power line's definitive path took place. 

In April 2019, the Industrial Siting Committee of Wyoming granted approval for TransWest Express LLC to build and run the project.

Eventually, in 2023, BLM issued an announcement to begin construction on the Transwest Express Transmission Project.

Project Details

The main contractors of this project are TransWest Express Ltd and Anschutz. A ceremony to mark the beginning of construction on the project was held in June 2023, and it was officially launched at that point. It is anticipated that the project will reach its full operational capacity by the year 2027.

The length of the Transwest Express Transmission Project is 732 miles (1,178km). It is built in such a way that it has a transmission capacity of up to 3 GW of green and clean energy to the states of southern Nevada, Wyoming to central Utah, California, and Arizona. 

The TWE Infrastructure Project is going to be in charge of transporting the electricity that is produced in Wyoming by the Chokecherry and Sierra Madre Wind Energy Project. It is also anticipated that this project will generate at least 20,000 GWh of inexpensive, renewable energy each year.

Project Scope

There will be a maximum rise of 180 feet for the transmission structures, and the gap between each pair of structures will range anywhere from 900 to 1,500 feet. The following is a list of the primary components that make up the transmission line:

• a high-voltage direct current (HVDC) section that is 405 miles long and 525 kilovolts. 
• stretch of high-voltage alternating current (HVAC) measuring 278 miles in length and 500 kilovolts in capacity
• HVAC transmission line with a length of 49 miles and a capacity of 500 kV 

Approximately two-thirds of the construction project's path is situated on the territory of the federal government from Wyoming to Nevada via Utah. The estimated cost of this high-voltage project is about USD 3 billion. 

The TWE Project is a significant fresh piece of infrastructure that, once completed, would boost the power grid that supplies the western part of the United States by delivering electricity that has been created from renewable resources such as wind energy. Through this project, the US envisions building a carbon-free electric grid by the year 2035 by using wind power.

Location

The projected path of the Transwest Express Transmission Project is shown by the dashed line. The project will run from the market Hub in Nevada to south-central Wyoming, with a terminus located close to Delta, Utah.

Contractors Involved 

In June of 2023, the contract to build the TransWest Express electricity line and the related substations was awarded to Barnard Wilson Joint Venture, which is a joint venture between Barnard Construction and Wilson Construction.

After a competitive bidding process, Siemens Energy was awarded the contract to deliver the HVDC converter stations for the project in December 2022.
