TotalEnergies has signed a heads of agreement (HoA) with Jiangsu Guoxin Group, a major energy company in China's Jiangsu Province, for the delivery of 900,000 tons of liquefied natural gas per year.
15-Year LNG Supply Agreement to Begin in 2028
The agreement, announced on November 4, 2026, is set to begin in 2028 and run for 15 years, subject to the finalization of the sale and purchase agreements (SPAs).
The announcement was made from Paris and Shanghai, underscoring the international scope of the deal, which links one of the world's leading LNG suppliers with one of China's most economically significant provinces.
Deliveries to the New Rudong LNG Terminal
Under the terms of the agreement, the LNG volumes will be delivered to Jiangsu Guoxin Group's new LNG terminal in Rudong. The gas will be used for city gas supply and flexible power generation, purposes that the companies say will help secure energy supply and meet peak demand across Jiangsu Province.
Jiangsu holds a notable position within China's economy and energy landscape. The province ranks as China's second-largest in terms of both GDP and natural gas consumption volume, making it a significant market for LNG suppliers seeking long-term footholds in the country.

Executives Highlight Resilience and Energy Security
Gregory Joffroy, Senior Vice President, LNG at TotalEnergies, said the company was very pleased to have entered into the long-term agreement with Jiangsu Guoxin Group, describing it as a reflection of the strength of TotalEnergies' integrated LNG model and its ability to build enduring partnerships with leading local Chinese counterparties.
"Being able to keep delivering LNG to our customers despite major disruptions this year demonstrates the resilience of our integrated global LNG portfolio to deliver reliable, competitive, and flexible LNG supply to our customers," Joffroy said, according to the press release.
He added that the agreement highlights the role natural gas can play in the energy transition by supporting industrial development and providing greater flexibility for power generation in high-growth provinces such as Jiangsu.
On the Chinese side, Zhang Wenxiang, Deputy General Manager of Jiangsu Guoxin Group, said the group was pleased to partner with TotalEnergies, a leading global LNG supplier.
According to Zhang, the signing of the agreement will effectively strengthen Jiangsu Guoxin Group's gas supply security and improve the operational efficiency of its infrastructure while enhancing the resilience of its energy supply chain.
Zhang further stated that the deal will help the Group implement the new energy security strategy and better fulfil its responsibility as a provincial state-owned energy enterprise to ensure energy supply.
He also noted that it will support Jiangsu Province in achieving its carbon peaking and carbon neutrality goals and promote high-quality economic development in the province.
Expanding TotalEnergies' LNG Position in China
TotalEnergies describes the agreement as a further expansion of its long-term LNG sales portfolio in China, which the company characterizes as one of the world's largest importing and fastest-growing LNG markets. The deal with Jiangsu Guoxin Group adds to the company's portfolio of long-term LNG sales in the country.
The company positions itself as the world's third-largest LNG player, with a global portfolio of 44 million tonnes in 2025, supported by its interests in liquefaction plants in all geographies.
TotalEnergies benefits from an integrated position across the LNG value chain, including production, transportation, access to more than 20 million tonnes per annum of regasification capacity in Europe, trading, and LNG bunkering.
The company's stated ambition includes increasing the share of natural gas in its sales mix to close to 50% by 2030, reducing carbon emissions and eliminating methane emissions associated with the gas value chain, and working with local partners to promote the transition from coal to natural gas.
About the Counterparty: Jiangsu Guoxin Group
Jiangsu Guoxin Group is described as a large, comprehensive state-owned capital investment and operation company under the Jiangsu provincial government, with core businesses in energy, finance, and investment in strategic emerging industries.
Its responsibilities include ensuring comprehensive energy supply, providing financial services to the real economy, and supporting the development of strategic emerging industries.
The Group has established an integrated energy system combining wind, solar, hydro, thermal power, gas, and energy storage, along with a dual-driven development pattern of "Energy + Finance."
With operations rooted in Jiangsu and extending beyond the province, the company states that it provides reliable energy support for Jiangsu's modernization.
Context for the LNG Industry
The agreement offers a window into the continuing expansion of long-term LNG contracting in China, a country that TotalEnergies identifies as among the world's largest importers and fastest growing LNG markets.
The structure of the deal, a heads of agreement preceding final sale and purchase agreements, with deliveries beginning in 2028, reflects the typical staging of major long-term LNG supply commitments.
For Jiangsu Guoxin Group, the contract ties directly to the commissioning of its new LNG terminal at Rudong, which will serve city gas supply and flexible power generation in a province that is both an economic powerhouse and a major natural gas consumer.
Both companies framed the agreement in terms of energy security, supply chain resilience, and support for provincial decarbonization goals, including Jiangsu's carbon peaking and carbon neutrality targets.
