TerraVolt Holdings, Inc. (OTCQB: GEDC), an infrastructure developer that specializes in powered land solutions for the data center industry, announced on October 30, 2026, that it has executed option agreements to purchase 1,077 acres in Cassia County, Idaho, outside the town of Declo.

The company said it intends to develop the site as a master-planned, behind-the-meter digital infrastructure campus designed to support an initial 240 megawatts of dedicated on-site power generation.

Site Location and Infrastructure Access

According to the company, the property is zoned for Multiple-Use and sits along State Highway 81 near Interstate 84, long-haul fiber routes, and the Williams Northwest Pipeline.

The proposed campus is planned to feature direct access to the Northwest Pipeline, firm gas supply, and dedicated behind-the-meter power designed to operate independently of the local electric grid.

TerraVolt said the planned capacity is supported by its previously announced firm natural gas supply agreement of 55,000 MMBtu per day.

Islanded Power as a Route to Faster Deployment

The company stated that by developing on-site, islanded power generation, the campus is designed to avoid utility interconnection queue delays and to offer a significantly reduced time-to-power schedule for hyperscale and neocloud operators. TerraVolt also said the approach is intended to insulate local residential and commercial ratepayers from electrical grid strain or rate increases.

Joel Stone, Chairman and CEO of TerraVolt Holdings, framed the project as a response to what he described as the single largest bottleneck in the digital economy: the multi-year wait for large-load grid interconnections.

"By pairing a strategic, expansive land parcel directly with firm gas supply and pipeline access, we are addressing the single largest bottleneck in the digital economy: the multi-year wait for large-load grid interconnections," Stone said.

Water Stewardship Requirements

TerraVolt said water stewardship will be a core tenet of the campus. The company intends to require cooling technologies with low water usage, such as closed-loop cooling, for any data center developed on the property, and to make that requirement a condition of each site sale.

According to the company, these systems are designed to minimize or eliminate the evaporative water loss of conventional cooling towers, which is expected to limit ongoing campus water use primarily to domestic needs and fire protection.

Stone tied the requirement to the region's agricultural economy. "We look forward to working closely with Cassia County officials and the local community to deliver responsible, long-term industrial tax base growth without impacting local power rates or the agricultural water the region depends on. That is why every building on this campus will be required to use cooling technologies with low water usage," he said.

Next Steps: Permitting, Design and Development

The option agreements secure site control, which Stone said allows the team to advance land use plans, environmental due diligence, power plant, electrical distribution, and water treatment system designs, as well as county and state permitting.

"These option agreements secure site control, allowing our team to advance land use plans, environmental due diligence, power plant, electrical distribution, and water treatment system designs, and county and state permitting," he said.

Following entitlements and civil development, TerraVolt plans to sell shovel-ready building sites to data center operators. The company said it would provide those operators with power, fiber, potable and fire-protection water, wastewater treatment, and other site services under a long-term infrastructure services agreement.

About TerraVolt's Business Model

TerraVolt describes itself as an infrastructure developer that intends to deliver large-scale, powered land campuses for the digital economy. Its stated business model is to de-risk the expansion lifecycle for hyperscalers, neoclouds, and colocation developers by acquiring strategically located parcels adjacent to major natural gas transmission pipelines and high-capacity fiber routes.

The company said it designs dedicated, behind-the-meter generation stacks and self-sustaining data center campuses around low-water-use cooling technologies, providing construction-ready building sites with rapid time-to-power, backed by long-term master infrastructure and energy services agreements.

Powering the Next Wave of North American Data Center Expansion

The race to build hyperscale and AI-ready capacity has never been more competitive, and the United States sits at the center of it. With new campuses breaking ground across Northern Virginia, Texas, Arizona, and the Pacific Northwest, the real challenge is knowing which projects are worth pursuing before your competitors do.

That is where timely, reliable project intelligence makes the difference. The Global Project Tracking (GPT) platform by Blackridge Research gives data center suppliers, contractors, equipment manufacturers, and investors a clear view of the entire project pipeline, from early-stage planning through to commissioning, so your business development team can act with confidence rather than guesswork.

Whether you are mapping out utility-scale power requirements, targeting cooling and electrical packages, or scouting regional demand for colocation builds, structured and verified data helps you prioritize the right opportunities and engage decision-makers at the right moment.
