During the state visit of UAE President Sheikh Mohamed bin Zayed Al Nahyan to Germany, RWE and its UAE partner Masdar formalised plans to pursue German offshore wind development together, while a separate agreement between RWE and ADNOC on long-term liquefied natural gas supplies added a second significant strand to the energy relationship between the two countries.
A New Front for an Established Partnership
RWE and Abu Dhabi Future Energy Company PJSC, Masdar, signed a Memorandum of Understanding covering potential joint participation in German offshore wind auctions in 2027.
The agreement carries an indicative investment value exceeding USD 3.48 billion and extends a partnership between the two companies that has been building for more than a decade.
The two companies already jointly operate and develop offshore wind projects in the United Kingdom with a combined capacity of 3.6 gigawatts. Their collaboration dates to the London Array offshore wind farm, which has been operational since 2013 and has a capacity of more than 600 megawatts.
In September 2022, RWE and Masdar signed an earlier MoU to explore offshore wind collaboration in key global markets, an arrangement that subsequently led to Masdar becoming RWE's partner in the Dogger Bank South projects.
Dogger Bank South comprises the East and West projects, which together will have an overall capacity of 3 gigawatts, making it one of the UK's largest offshore wind projects currently under development. Earlier in 2026, RWE and Masdar secured Contracts for Difference for the projects in the UK Government's Allocation Round 7.
Masdar chief executive Mohamed Jameel Al Ramahi pointed to that track record as the foundation for the German push. "From London Array to Baltic Eagle and Dogger Bank South, we have seen first-hand what can be achieved by combining long-term investment with strong partners and world-class technical expertise," he said.
"Our partnership with RWE brings together complementary experience and a shared focus on disciplined execution, and we look forward to applying that expertise to new opportunities in Germany."
RWE chief executive Dr Markus Krebber framed the move in terms of both energy security and Germany's broader transformation. "Offshore wind will play a central role in strengthening Europe's energy security, accelerating decarbonisation and delivering reliable electricity at scale," he said.
"Germany offers significant potential, and strong partnerships will be essential to turn that potential into future clean energy projects. Together, we want to bring our complementary strengths and experience to the German market and support the country's energy transformation with secure, sustainable and affordable power."
The LNG Dimension
Signed alongside the offshore wind MoU during the UAE state visit, a Letter of Intent between ADNOC and RWE Supply and Trading adds a fossil fuel dimension to the bilateral energy agenda.
The LOI builds on a Strategic Collaboration Agreement the two companies signed in February 2026 and covers potential long-term LNG supply opportunities for Germany and other European markets, as well as Asian markets.
Under the terms outlined in the LOI, both parties intend to agree on commercial terms covering up to two LNG sale and purchase agreements. Supply would be drawn from ADNOC Gas and XRG's LNG portfolio, which includes projects at Ruwais, Das, Rio Grande, Mozambique and Argentina, with deliveries expected to commence in the early 2030s.
Krebber said RWE would now work with ADNOC to shape the potential commercial framework for the long-term arrangements. He described the LOI as underlining the companies' shared commitment to strengthening Germany's and Europe's security of supply while further diversifying RWE's global LNG portfolio.

UAE Investment Ambitions in Germany
The agreements were signed in the context of a broader statement of UAE economic intent toward Germany. His Excellency Dr Sultan Ahmed Al Jaber, UAE Minister of Industry and Advanced Technology, ADNOC managing director and group chief executive, and chairman of Masdar, said the UAE intends to invest an additional USD 46.37 billion in Germany, which he described as reflecting long-term confidence in the bilateral partnership.
Al Jaber said both offshore wind and LNG would play an important role in Germany's future energy system. "These agreements deepen our partnership with RWE and will help deliver the reliable energy infrastructure that will underpin Germany and Europe's future prosperity," he said.
Germany's Offshore Wind Ambitions
According to RWE's statement accompanying the announcement, offshore wind is set to become one of the cornerstones of Germany's energy system. The company cited stronger and more consistent wind conditions at sea as factors enabling offshore wind to make a significant contribution to a secure, climate-friendly and competitive power supply.
Germany's ambitious offshore expansion targets, the company noted, underline both the scale of the opportunity and the importance of strong partners in pursuing it.
The 2027 auction timeline referenced in the MoU gives RWE and Masdar a relatively near-term window to translate their agreement into a formal bid. The MoU at this stage represents an intention to consider joint participation rather than a committed project, but the scale of the indicative investment figure and the depth of the companies' existing relationship signal serious engagement with the German market.
