European independent power producer R.Power is nearing completion of its first utility-scale battery energy storage system (BESS) in Romania, the 127 MW/254 MWh Scornicesti project located in Olt County.
Once operational, the asset is expected to become one of the first utility-scale BESS assets in Romania and one of the largest to enter operation in Central and Eastern Europe (CEE).
Construction Progress
Construction of the Scornicesti BESS commenced in spring 2026, carried out by EPC contractor Parapet working alongside R.Power's in-house EPC management team. Over the past three months, the teams have laid the foundations and deployed all 46 battery units as well as 23 containerised medium-voltage transformer stations.
The project is now entering the final phase of construction ahead of its planned connection to Romania's national transmission grid in late 2026 or early 2027.
Connecting Scornicesti directly to the high-voltage national transmission grid, operated by Transelectrica, is described as a major undertaking that goes well beyond a standard project and has required extensive design work. Once connected, the project is set to become a strategic energy asset for Romania's national energy system.
Financing and Ownership Structure
R.Power secured a USD 51.55 million financing package for the project in June 2026. The package includes USD 49.31 million in investment and bridge financing from the European Bank for Reconstruction and Development (EBRD).
In addition, Polish development bank Bank Gospodarstwa Krajowego (BGK) issued a USD 2.58 million bank guarantee to secure a long-term optimisation contract with regional trading partner GEN-I.
The Scornicesti project is co-owned through a joint venture with France's Eiffel Investment Group. The two companies had announced the formation of the joint venture for the 127MW BESS in Romania in October 2025.

Strategic Role in Romania's Energy System
Florin Federenciuc, R.Power's country head for Romania, said the Scornicesti BESS will actively support the stabilisation of Romania's energy system as a utility-scale asset connected to the national transmission grid.
"By integrating BESS at the heart of its energy transition, Romania is strengthening its grid resilience and supporting the roll-out of renewable energy generation," Federenciuc said.
Part of a Wider Regional Portfolio
Scornicesti forms part of R.Power's wider European BESS portfolio, which includes 0.9 GW/3 GWh of storage capacity that is operational or under construction in Central and Eastern Europe. The company also holds a further 0.7 GW/2.8 GWh of commercialised, ready-to-build storage projects.
The company has also appointed EPC contractors for battery energy storage projects in Poland, with that appointment announced in July 2026.
Separately, another developer, Aukera, secured USD 67.24 million in financing for a 250MW Romanian BESS in November 2025, underscoring growing investment activity in Romania's energy storage sector.
