Pacifico Energy Korea has announced that its Manho Offshore Wind Project and Jindo Baram Offshore Wind Project have been selected as the sole developers of the 2.13 GW Jindo Offshore Wind Integrated Cluster Phase 2, marking a significant advancement in the company's push to build one of South Korea's largest offshore wind clusters off the coast of Jindo County.

Selection Process and Government Designation

The selection follows the signing of an Implementation Management Agreement between the Manho and Jindo Baram Projects and Jeonnam-Gwangju Special Metropolitan City, formerly known as South Jeolla Province, along with Jindo County. Jeonnam-Gwangju Special Metropolitan City serves as the implementing institution leading the Jindo Integrated Cluster Phase 2.

The cluster's path to formal designation involved multiple layers of government review. Last year, following a maritime siting consultation with relevant government agencies and deliberation by the first and second Public-Private Councils, Jeonnam-Gwangju Special Metropolitan City finalized the cluster development plans.

The Ministry of Climate, Energy and Environment then designated it as an Integrated Cluster this past March. In June, Jeonnam-Gwangju Special Metropolitan City convened an evaluation committee and completed a developer suitability assessment to verify the development capability and implementation adequacy of the selected developers.

The Jindo Integrated Cluster Phase 2 is a government-designated offshore wind development area comprising the Manho and Jindo Baram Projects, located off the coast of Jindo County within the Jeonnam-Gwangju Special Metropolitan City jurisdiction.

Project Scale and Development Status

The Manho and Jindo Baram Projects represent the second and third phases of Pacifico Energy Korea's broader 3.2GW Jindo Offshore Wind Project Cluster. The first phase of that cluster, the 420 MW Myeong Ryang Offshore Wind Project, has already secured its Electricity Business License, which it obtained in September 2025, and completed its preliminary Environmental Impact Assessment report this past March.

The 990MW Manho Offshore Wind Project and the 1.8GW Jindo Baram Offshore Wind Project have each submitted their Electricity Business License applications and are currently under review. Together, the two projects account for the full 2.13GW capacity designated under the Jindo Integrated Cluster Phase 2. Pacifico Energy Korea is a U.S.-based renewable energy company operating in the South Korean market.

Strategic Importance for Regional Energy Supply

The selection of the Manho and Jindo Baram Projects is expected to carry consequences beyond the wind energy sector itself. Jeonnam-Gwangju Special Metropolitan City is currently pursuing national industrial complex designation for what it calls the Honam Semiconductor Cluster, a large-scale semiconductor fabrication complex planned for the Jeonnam-Gwangju region.

Because large-scale semiconductor manufacturing facilities require a reliable and sustainable power supply, the development of the Jindo Integrated Cluster Phase 2 is expected to serve as a key power source to meet that demand, according to the company's announcement.

More broadly, Pacifico Energy Korea stated that the offshore wind cluster is expected to contribute to expanding large-scale renewable energy supply in the region and to play a role in the future development of RE100 industrial complexes and advanced manufacturing operations. RE100 is an international initiative requiring companies to source all of their electricity from renewable sources.

Economic and Industrial Expectations

Pacifico Energy Korea said the selection through the implementing institution's rigorous verification process is expected to accelerate development of the Jindo Integrated Cluster Phase 2, advancing regional industrial competitiveness and strengthening the region's energy self-sufficiency.

The company also indicated expectations that the cluster will contribute to regional economic revitalization, job creation, and the development of the offshore wind industrial ecosystem in the Jeonnam-Gwangju area.

Company Statements

Seung-Ho Choe, Representative Director of Pacifico Energy Korea, described the selection as an important milestone. "This selection is an important milestone in building a large-scale offshore wind cluster in the Jeonnam-Gwangju region through cooperation between Jeonnam-Gwangju Special Metropolitan City, Jindo County, developers, and Pacifico Energy Korea," he said.

"Pacifico Energy Korea plans to accelerate development of the Jindo Integrated Cluster Phase 2, comprising the Manho and Jindo Baram Projects, through continued investment."

Choe also addressed the company's intentions regarding renewable energy delivery to local industry. "We will work with the region to ensure that renewable energy generated by the Jindo Integrated Cluster Phase 2 is stably supplied to advanced industries in Jeonnam-Gwangju, and to contribute to regional economic revitalization, job creation, and the development of the offshore wind industrial ecosystem," he added.

The announcement was made on August 20, 2026. With the Electricity Business License for the Myeong Ryang first-phase project already in hand and license applications for the second and third phases under review, Pacifico Energy Korea's full 3.2 GW Jindo cluster is now advancing across all three of its component projects simultaneously.
