NTPC Renewable Energy a subsidiary of National Thermal Power Corporation has released an invitation for bids (IFB) for land and an Extra High Voltage (EHV) transmission system package for the development of up to 2 GW of the interstate transmission system (ISTS) connected to Solar projects in Rajasthan. The last date to submit bids is November 14 and the bids will be opened on the same day. The IFB was released on 7th October and the cost of bidding documents is around USD 270.
The developer should have executed the works related to land and transmission for grid-connected Solar PV projects in India and wind projects with a cumulative capacity of 100 MW or higher. The minimum capacity quoted by an individual bidder should be 300 MW followed by higher multiples of 100 MW. Furthermore, the minimum average annual turnover of bidders should be at least USD 812,034 for a capacity above 50MW and up to 300 MW and USD 2707/MW of the total capacity for projects above 300MW. Additionally, the bidders should have positive net worth as of the last day of the preceding financial year.
What is the scope of work?
The bidders are required to acquire land and develop EHV transmission systems. The bidders are responsible for arranging private land equivalent to 5 acres/ MW on lease in non-Great Indian bustard zones of Bikaner and nearby areas in Rajasthan. The minimum lease period should be at least 30 years. A maximum of 10% of land can be government land if required.
In addition, the bidders are responsible for arranging grid connectivity with ISTS substations in Bikaner, which includes the design and construction of the EHV Transmission system to the ISTS substation as per the technical specifications. The bidders are also required to develop a telemetry system for data communication and should also supply mandatory spares for transmission lines.
