Renewable energy developer Low Carbon has submitted a Section 36 planning application to the Scottish Government's Energy Consents Unit for the Forsinain Forest Wind Farm, a proposed 86 MW project located in the Scottish Highlands that would combine clean energy generation with peatland restoration.
Location and Project Scope
The proposed wind farm sits approximately 3 kilometres north of Forsinard and 16 kilometres south of Melvich, positioned predominantly within non-native commercial forestry.
Low Carbon has noted that the site falls fully outside the Flow Country UNESCO World Heritage Site, a distinction likely to carry weight during the planning assessment given the ecological sensitivity of the surrounding landscape.
If approved, the development would comprise up to 12 turbines along with associated infrastructure. That infrastructure includes new and upgraded access tracks, a substation, and on-site construction facilities.
The project represents Low Carbon's third wind farm submitted for planning in Scotland, as the company continues to expand its renewables pipeline across the United Kingdom.

Energy Output and Climate Impact
With an installed capacity of up to 86 MW, the wind farm is projected to generate approximately 318,000 MWh of clean electricity annually once operational. According to the company, that output would be sufficient to power more than 98,000 UK homes each year.
Low Carbon also states that the project would avoid over 135,000 tonnes of carbon dioxide emissions annually, contributing to both Scottish climate targets and the broader UK transition away from fossil fuels.

Peatland Restoration at the Core of the Design
One of the more distinctive aspects of the Forsinain Forest proposal is its integration of forest-to-bog restoration within the project footprint. Low Carbon says the development incorporates extensive restoration of peatland habitats, which would support long-term carbon sequestration alongside the energy generation function of the wind farm.
The site's position within non-native commercial forestry, rather than established native woodland or open peatland, provides the conditions for this restoration approach.
The inclusion of habitat restoration within a wind farm's operational footprint reflects an approach that seeks to demonstrate environmental co-benefits beyond the reduction of carbon emissions from electricity generation alone.
The proximity to the Flow Country, a vast expanse of blanket bog recognised for its global ecological significance through its UNESCO World Heritage status, means the project is likely to face close scrutiny on environmental grounds during the consenting process, despite its location outside the designated boundary.
Community Benefit and Local Economic Contribution
Low Carbon has outlined a community benefit package tied to the project's installed capacity. If the wind farm receives consent and becomes operational, the developer proposes a community benefit fund of USD 6,790 per megawatt, which it calculates as equivalent to approximately USD 586,800 per year. That funding would be directed toward communities in the surrounding area.
In addition to the community fund, Low Carbon estimates the project would generate approximately USD 1.36 million annually in business rates payable to Highland Council.
The combination of direct community funding and local authority revenue is presented by the company as a source of long-term economic value for the area hosting the development.
Sloan emphasised the dual nature of the project's intended contribution. "By combining clean energy generation with nature restoration and long-term community benefit, Forsinain Forest can help to deliver lasting economic value for the communities that host it," he said.
Planning Process and Pipeline Context
The application has been submitted under Section 36 of the Electricity Act 1989, the legislative route used for generating stations of this scale in Scotland, with consent decisions made by Scottish Ministers rather than through the local planning authority. The application now sits with the Scottish Government's Energy Consents Unit for assessment.
For Low Carbon, the submission marks another step in building out its onshore wind presence in Scotland. The Forsinain Forest project joins two other Scottish wind farm applications the company has previously submitted for planning, forming part of a broader effort to strengthen its UK renewables pipeline at a time when onshore wind development has returned to prominence in national energy policy discussions. The Scottish Highlands, with their substantial wind resource, have remained a central geography for onshore wind development in the UK.
