L&T Energy Hydrocarbon Onshore has signed a six-year engineering, procurement and construction Framework Agreement with Petroleum Development Oman, expanding a long-standing partnership between the two organisations into a formal, multi-year contractual arrangement.
Scope of the Agreement
Under the terms of the Framework Agreement, L&T has been selected as one of four EPC contractors that will participate in Petroleum Development Oman's upcoming front-end engineering design and EPC projects over the six-year period.
The agreement covers the full duration of PDO's planned project pipeline, during which L&T is expected to contribute its integrated engineering and execution capability, global expertise and innovation to support PDO's future project requirements.
The announcement was made on 31 July 2026, with L&T headquartered in Mumbai, India. The company described the agreement as a significant milestone in its relationship with PDO, which is Oman's leading oil and gas exploration and production company.
In-Country Value Commitments
As part of its obligations under the agreement, L&T has stated its commitment to supporting In-Country Value development in Oman. This will involve creating opportunities for local suppliers, subcontractors and service providers, as well as continuing the development of local capabilities within the Omani energy sector.
In-Country Value, commonly referred to as ICV, is a framework used in Oman to measure the contribution of contractors and companies to the country's broader economic development.
Petroleum Development Oman plays a central role in supporting Oman's energy security and ICV development, delivering the majority of the country's crude oil production and natural gas supply.
The alignment between PDO's ICV objectives and L&T's stated commitments under the agreement positions the Indian EPC contractor as a contributor not only to project delivery but to Oman's longer-term economic goals.
