Larsen and Toubro (engineering conglomerate company) has announced the conclusion of a Framework Cooperation Agreement with Dutch transmission system operator TenneT, covering a 2-gigawatt high-voltage direct current offshore wind programme.
The deal, classified by L&T as Ultra-Mega, meaning it carries a value in excess of 15,000 crore rupees, was concluded in consortium with Hitachi Energy and encompasses, in principle, six projects along with future opportunities under TenneT's broader HVDC programme.
Scope and Structure of the Agreement
The Framework Cooperation Agreement brings together L&T's offshore engineering and fabrication capabilities with Hitachi Energy's HVDC Light technology for efficient power conversion and transmission.
Under the engineering, procurement, construction, and installation scope, L&T will be responsible for executing the offshore converter platforms and associated infrastructure, while Hitachi Energy will supply its proprietary power conversion and transmission technology.
The four named projects covered by the agreement represent a cumulative transmission capacity of 8 gigawatts, operating at 525 kilovolts. The projects are designed to enable the transfer of renewable energy generated in the Dutch and German sectors of the North Sea to the onshore power grids of their respective countries.
Projects Covered: Ongoing and New
Two of the four named projects under the framework are already in execution. The consortium will continue work on IJmuiden Ver Alpha and Nederwiek 1, both located in the Netherlands. These ongoing engagements form the operational foundation on which the broader framework has been built.
In addition to the two active projects, the consortium will commence two new projects. Nederwiek 3 will be executed in the Netherlands, while LanWin 5 will be located in Germany.
Together with the two ongoing projects and additional future opportunities referenced in the agreement, the framework is structured to support large-scale integration of offshore renewable energy across both the Dutch and German North Sea sectors.

The tiers below it, in descending order, are Mega at between USD 1.04 billion and USD 1.55 billion, Major at between USD 520 million and USD 1.04 billion, Large at between USD 260 million and USD 520 million, and Significant at between USD 104 million and USD 260 million.
