Keppel Ltd.'s wholly owned subsidiary RigCo Holding and Seatrium Limited have entered into a collaboration to complete four offshore rigs under a contract valued at more than USD 500 million
A Collaboration to Complete Four Rigs
The announcement, made by the two groups, marks a significant move in the offshore rig sector, pairing one of Singapore's longstanding rig builders with a vehicle created to manage and monetize legacy drilling assets.
The four rigs covered under the contract comprise a seventh-generation drillship, a harsh-environment jackup, and two mid-water semisubmersibles. According to the group, the two mid-water semisubmersibles will be suitable for the environment of Northwest Europe, a region known for demanding operating conditions that call for specialized equipment.
Delivery Timelines and Monetization Plans
Under the arrangement, the drillship is expected to be delivered to RigCo in 2027, while the harsh-environment jackup is expected to follow in 2028. Both rigs are slated for potential chartering and monetization through the Keppel Offshore Fund.
For the remaining two rigs, the mid-water semisubmersibles destined for Northwest Europe, plans remain under assessment. The groups did not disclose delivery timelines or deployment plans for those units, indicating that decisions on their future are still being evaluated.
The Keppel Offshore Fund features prominently in the monetization strategy attached to the deal. Cindy Lim, who serves as Keppel Infrastructure CEO and as a non-executive director of RigCo, said that RigCo aims to progressively monetise up to 10 legacy rigs through the fund.
The drillship and jackup covered by the current contract with Seatrium are expected to feed into that process once delivered, with chartering identified as a route to generate returns on the completed assets.

Improving Market Conditions Underpin the Deal
The two groups pointed to improving market conditions as the backdrop for the collaboration. According to Keppel and Seatrium, the offshore rig market is being supported by rising utilization, an aging global fleet, and constrained supply after more than a decade of limited new build activity.
That combination, stronger utilization across existing units, a fleet growing older, and a supply pipeline constrained by years of subdued construction, is what the groups cited as driving the current upswing.
The reference to more than a decade of limited newbuild activity underscores how long the sector has gone without significant fresh capacity, a point the groups linked directly to the present constrained supply.
Lim offered a forward-looking view tied to these conditions. She said that demand for deepwater and harsh-environment rigs is expected to grow in the coming years, creating opportunities for long-term charters.
That outlook aligns with the composition of the four-rig contract, which includes a harsh-environment jackup and two semisubmersibles designed for Northwest Europe's demanding conditions, alongside a seventh-generation drillship.
What the Rigs Bring to the Fleet
The four rigs span distinct segments of the offshore drilling market. The seventh-generation drillship represents the most advanced class of such vessels, while the harsh-environment jackup is designed for operations in challenging conditions. The two mid-water semisubmersibles, built for Northwest Europe, add to the tally of units intended for demanding environments.
The contract's value, exceeding USD 500 million, covers the completion of all four rigs. Deliveries are staggered, with the drillship due to RigCo in 2027 and the jackup in 2028, for potential chartering and monetization through the Keppel Offshore Fund. Plans for the two semisubmersibles remain under assessment.
The Keppel Offshore Fund and Legacy Assets
The collaboration sits within RigCo's broader effort to derive value from its legacy rig portfolio. Lim's comments indicate that the company's ambition extends beyond the four rigs in the current contract: RigCo aims to progressively monetize up to 10 legacy rigs through the Keppel Offshore Fund. The drillship and jack-up arriving in 2027 and 2028, respectively, are expected to be chartering candidates within that framework.
For Keppel, RigCo Holding operates as a wholly owned subsidiary, and Lim's dual role as Keppel Infrastructure CEO and RigCo non-executive director ties the rig monetization effort to the wider group's infrastructure business.
The expected growth in demand for deepwater and harsh-environment rigs, and the long-term charter opportunities Lim described, form the basis on which the monetization plans are premised.
A Collaboration Between Two Singapore Names
The deal brings together RigCo Holding, a wholly owned subsidiary of Keppel Ltd., and Seatrium Limited, the two groups said. The contract for the four rigs, the seventh-generation drillship, the harsh-environment jackup, and the two mid-water semisubmersibles for Northwest Europe, was valued at over USD 500 million, making it a substantial piece of work for the pair.
Looking Ahead
With the contract in place, the immediate milestones are the expected deliveries: the drillship to RigCo in 2027 and the harsh-environment jackup in 2028. Those deliveries will set the stage for the potential chartering and monetisation of the two units through the Keppel Offshore Fund, part of RigCo's stated aim of progressively monetising up to 10 legacy rigs through the fund.
The groups' shared assessment of improving market conditions, rising utilization, an aging global fleet, and constrained supply following more than a decade of limited new build activity frames the environment in which those monetization plans will be executed. Lim's expectation of growing demand for deepwater and harsh-environment rigs in the coming years, and the long-term charter opportunities she said this creates, rounds out the case both companies made for completing the four rigs under the USD 500 million contract.
