The Government of India, through the Solar Energy Corporation of India (SECI), has initiated the bidding process for offshore wind energy development, aiming for a total capacity of 4 GW. This endeavor involves four blocks of 1 GW each, located off the coast of Tamil Nadu, and will be carried out through international competitive bidding.
Developers who secure bids for each block will be responsible for establishing 1 GW of offshore wind energy capacity and directly selling electricity to consumers under the open access regime. It's important to note that no viability gap funding (VGF) is provided for the open access bids, and the renewable energy generated will primarily be sold to entities, such as industries, currently in the high-tariff band.
Additionally, SECI has invited bids for the allocation of sea-bed lease rights for 4 GW offshore wind projects to be operated on a build-own-operate basis. The deadline for bid submissions is May 6, 2024.

The scope of the work encompasses various activities, including surveys and development related to the design, construction, financing, commissioning, operation, maintenance, and decommissioning of offshore wind power projects situated along the Tamil Nadu coast.
Offshore wind energy presents numerous advantages, such as the elimination of land constraints and a higher capacity utilization function (CUF), which can reach nearly 50%. Furthermore, offshore wind turbines tend to exhibit greater efficiency compared to their onshore counterparts, with each turbine boasting a capacity of 15 MW.
