India is preparing to unveil its first domestically packaged semiconductor chip by December 2025, according to Jitin Prasada, Minister of State for Electronics and IT. This ambitious milestone falls under the expansive INR 76,000 crore Semicon India programme, which aims to establish a comprehensive homegrown chip ecosystem spanning design, fabrication, testing, and exports.

Manufacturing Infrastructure Expansion

The government has approved ten semiconductor manufacturing projects across six states: Gujarat, Assam, Uttar Pradesh, Punjab, Odisha, and Andhra Pradesh. This wave of infrastructure expansion is expected to generate more than 29,000 direct jobs, with the final number depending on the level of automation implemented in the factories.

The manufacturing facilities will cover the entire semiconductor value chain, from initial design phases through final testing and export capabilities, positioning India as a potential major player in the global semiconductor market.

International Strategic Partnerships

India is forging strategic partnerships through Memorandums of Understanding (MoUs) with major global players in the semiconductor industry. These partnerships include collaborations with the United States, European Union, Japan, and Singapore, allowing India to tap into established global semiconductor expertise and knowledge networks.

These international alliances are designed to accelerate India's semiconductor development capabilities and ensure access to cutting-edge technologies and manufacturing processes essential for competitive chip production.

Talent Development and Design Incentives

To build industry-ready talent for the semiconductor sector, the All India Council for Technical Education (AICTE) has launched new curricula focused on Very Large Scale Integration (VLSI) and Integrated Circuit (IC) design. These educational initiatives are designed to create a skilled workforce capable of supporting India's growing semiconductor ambitions.

The government has also established an INR 1,000 crore Design Linked Incentive scheme that is currently invigorating hundreds of chip design startups across the country. This financial support mechanism aims to foster innovation and entrepreneurship in the semiconductor design space, creating a robust ecosystem of domestic chip development companies.

AI Mission Integration

India's semiconductor ambitions extend beyond traditional chip manufacturing through the multi-faceted IndiaAI Mission. This comprehensive initiative comprises several key pillars, including Compute, Application Development, Start-up Financing, and Safe and Trusted AI, all working together to drive ambitious AI-driven transformation across the country.

The IndiaAI Mission represents a broader technological strategy that integrates semiconductor development with artificial intelligence capabilities, positioning India to compete in next-generation computing technologies.

Future Industry Events

India will spotlight its technological advancement at the upcoming AI Impact Summit scheduled for February 2026. This event will explore artificial intelligence's influence on people, planet, and progress, providing a platform for India to showcase its semiconductor and AI development achievements to a global audience.

The summit represents an opportunity for India to demonstrate its progress in indigenous chip manufacturing and AI integration, potentially attracting additional international partnerships and investment in the sector. The successful development of India's first “Made-in-India” chip could ignite a new era defined by indigenous innovation, industrial resilience, and geopolitical confidence in the technology sector.
