Iberdrola España (electric utility company) and bp (an international energy company) have secured government approval for a major funding reallocation that will support the development of what is expected to become Spain's largest operational green hydrogen plant, located at bp's refinery in Castellón.
Funding Approval and Project Scale
The Spanish Ministry for the Ecological Transition and the Demographic Challenge, acting through the Institute for Energy Diversification and Saving (IDAE), has approved the reallocation of up to USD 240.20million in funding from the IPCEI Hy2USE programme to the Castellón project.
The facility has also received an additional USD 17.07 million through NextGenerationEU funds, bringing the total public funding commitment attached to the initiative to USD 257.19 million.
The approval announced marks a significant step forward in the partnership between Iberdrola España, the Iberdrola Group's subsidiary in Spain, and bp. The two companies will use the funding to explore new opportunities to increase green hydrogen production at the Castellón refinery site. The Valencia Energy Technology Institute (ITE) is also participating in the project alongside the two energy companies.
Timeline and Production Goals
The facility is expected to begin producing green hydrogen before the end of the current year. Once operational, the plant is anticipated to become Spain's largest operational green hydrogen installation in 2026. No specific production capacity figures were disclosed in the announcement.

Industrial Decarbonisation Applications
The project is framed within the broader alliance between Iberdrola and bp to promote energy solutions that can replace natural gas with domestically produced renewable energy in industrial processes.
Beyond use at bp's refinery in Castellón, the green hydrogen produced at the facility could be directed toward sectors that are considered difficult to decarbonise, including the ceramics and chemicals industries.
The Castellón region has a significant concentration of ceramic tile manufacturing, making it a logical candidate for industrial hydrogen applications. The project is positioned as a means of strengthening the role of green hydrogen technology in Spain's wider energy transition.
Strategic Alignment
For Iberdrola, the Castellón project is described as reinforcing the company's commitment to innovation and the development of renewable solutions to accelerate the electrification of the economy. The initiative also aligns with bp's ongoing engagement with the transition away from fossil fuels in industrial settings.
The IPCEI Hy2USE programme, from which the reallocated funding originates, is a European Important Project of Common European Interest focused on hydrogen use in industrial applications and related infrastructure. The reallocation of funds specifically to the Castellón site indicates a shift in how the originally designated resources will be deployed under the programme.
Spain's Hydrogen Ambitions Are Moving Fast. Is Your Pipeline Keeping Up?
Across Spain, hydrogen projects are accelerating at a pace that leaves little room for missed opportunities. From electrolyser gigafactories in Germany to offshore wind-to-hydrogen corridors in the North Sea, the window to position your organisation ahead of key procurement cycles is narrowing with every passing quarter.
Staying informed requires more than headline news. It demands structured, reliable intelligence that maps the full lifecycle of hydrogen infrastructure development, from early-stage planning through to operational completion. That is precisely what the Global Project Tracking (GPT) platform by Blackridge Research is built to deliver.
Whether you are a technology supplier, EPC contractor, or project financier active in the Spanish hydrogen sector, the GPT platform gives you a consolidated view of where capital is flowing, which tenders are live, and which contracts have already been awarded to your competitors.
