Gujarat state extends bidding deadline for 700 MW of Solar Projects in Dholera Solar Park

The Gujarat Urja Vikas Nigam Ltd (GUVNL) in Gujarat, India, has extended the bid submission deadline for its tender for 700 MW of solar projects in Dholera Solar Park (Phase IX) from April 30, 2020, to May 30, 2020, due to the COVID-19 crisis and the ongoing lockdown.

The GUVNL has also extended the technical bid opening date from May 1, 2020, to June 1, 2020, while the financial bid opening date has now been scheduled for June 8, 2020, instead of May 8, 2020.

The auction process for 300 MW (6×50 MW) has already been completed out of the total 1,000 MW capacity (20×50) of Dholera Solar Park. The remaining 700 MW capacity was retendered in March 2020.

GUVNL released this tender earlier in January. Bidders are required to submit earnest money deposits of INR 400,000/MW and at the time of signing the power purchase agreement. Bidders will also have to pay a performance bank guarantee of INR 9,44,000. 

To be eligible to participate in the tender, the bidders must have a net worth of INR 80,00,000 per MW (of the capacity quoted) as of the end of the last financial year. The ceiling tariff for the tender has been set at INR 2.92 /kWh. In March, GUVNL retendered this project.

Recently, the Ministry of New and Renewable Energy had notified that the upper ceiling tariffs would no longer be prescribed in future bids for solar and wind projects. Because that capacity has been retendered out of the 1 GW capacity floated last year, it comes with a ceiling tariff.

The official reason for an extension given was “due to the nationwide lockdown caused by COVID-19 pandemic, we received a lot of requests from developers requesting for the extension of the deadline.”

The Dholera solar park will cover an area of more than 27,000 acres, paving the way to develop 5 GW of solar projects. The state of Gujarat is expecting that the proposed solar park will attract investment of INR 250 billion (~USD 3.84 billion) and provide employment opportunities to more than 20,000 individuals.
