GoodVision AI has announced the establishment of its first next-generation AI Factory in Japan, following the signing of a strategic cooperation agreement with AI Storm Co., Ltd., a Japan-based business and IT consulting company listed on the Tokyo Stock Exchange under the ticker 3719.
The two companies will jointly develop, deploy, and commercialize high-performance AI infrastructure across Japan, with an initial flagship facility located in Fukushima and a long-term capacity target of 100 megawatts within three years.
A Phased Buildout Beginning in Fukushima
The project launches with a 2-megawatt liquid-cooled deployment at the Fukushima site, supporting a cluster of 72 NVIDIA B300 servers with more than 500 GPUs.
The facility is designed to deliver high-density, enterprise-grade AI inference capacity and is expected to be completed and operational within three months of the announcement.
GoodVision describes the initial Fukushima installation as more than just a standalone facility. The company intends for it to serve as a replicable commercial model that can be applied to larger-scale AI Factory buildouts both in Japan and in other international markets. The Fukushima site is also positioned as a core node in GoodVision's broader global infrastructure expansion strategy.
The scaling roadmap is structured in three distinct phases. Phase one, to be completed within three months, covers the completion and activation of the 2-megawatt Fukushima flagship facility.
Phase two targets a total of 20 megawatts of installed AI compute capacity across Japan within twelve months, building on the operational success of the first site.
Phase three calls for expanding the AI Factory network across Japan to reach the planned total capacity of 100 megawatts within three years, supported by strategically reserved sites across Tokyo and surrounding areas.
Infrastructure Design and Technology Platform
GoodVision's AI Factory platform is described as a vertically integrated infrastructure solution covering GPU system integration, power provisioning, advanced liquid cooling, and ongoing operations.
The platform uses a containerized architecture that the company says enables rapid deployment, capital-efficient scaling, and optimized performance for large-scale AI workloads.
In addition to the physical infrastructure, GoodVision will connect its Smart Routing Engine software solution to AI Factory operations. The software is designed to optimize AI workflows across available models and computing resources, balancing performance, latency, cost, and data requirements for enterprise customers.
The modular nature of the deployment model is central to the company's strategy. By scaling capacity in phases rather than committing to large upfront builds, GoodVision says it can align expansion with customer demand, power availability, and infrastructure readiness while reducing execution risk and accelerating time to market.
